Fulbeck Parish Council Extraordinary Meeting Minutes

Date/Time: Monday 6th December, 2021

Location: Village Hall, Lincoln Road, Fulbeck

Present: Ms A Sampson, Mr D Morison, Mr J Fane, Mr Peter Hughes, Mr Gary Greenhalgh, Mrs J Hodcroft

In attendance: Mrs K Elson, Clerk

Absent: None

1.   Election of Chairman

Cllr G Greenhalgh nominated Cllr A Sampson for Chair and Cllr J Hodcroft seconded the nomination.  Vote: 3 for; 2 against and 1 abstention.

Cllr Hughes proposed that Cllr A Sampson stand as 'Acting Chair' until any complaints were resolved.  Cllr J Fane seconded this proposal.  Vote 2 for, 3 against and 1 abstention.

It was therefore RESOLVED that Cllr A Sampson was elected as Chair to Fulbeck Parish Council.

2.   Election of Vice-Chair

Cllr A Sampson nominated Cllr D Morison as Vice-Chair and Cllr G Greenhalgh seconded the nomination.  Vote: 3 for 2 against and 1 abstention.
   
Cllr P Hughes proposed that they do not elect a Vice Chair until any complaints were resolved.  In the interim period, in the absence of the Chair at a meeting another member is elected 'Acting Chair'.  This was seconded by Cllr J Fane.  A vote did not occur as it was concluded that the previous vote would outnumber this proposal.

It was therefore RESOLVED that Cllr D Morison was elected as Vice Chair of Fulbeck Parish Council.

Cllr G Greenhalgh left the meeting at 7.58 p.m. due to personal reasons.

3.   To consider and approve the budget for the precept demand for the financial year 2022/2023

During the discussion of the precept it was proposed to purchase a new laptop for the Parish Council for approximately £400-£500.  This will come out of the surplus money that the Parish Council hold.

The £3294 left will be assigned to the Playing Field Reserve for replacement of playground equipment bringing the playing field reserve to £3480.90.

This was proposed by Cllr P Hughes, seconded by Cllr A Sampson and therefore RESOLVED.

After further discussion it was proposed by Cllr A Sampson that the precept is kept to the same sum as the last financial year (2021/2022).  This was seconded by Cllr P Hughes and agreed unanimously.  It was therefore RESOLVED that the precept for 2022/2023 would be set at £8,774.

The Chair closed the meeting at 8.43 p.m.
