1. Chairperson’s welcoming remarks.

The Chairman thanked everyone for attending the meeting.

2. Adjournment of business for public questions and comments.

No comments made by the members of the public in attendance.

3. Apologies for absence and declarations of interest in accordance with the requirements of the Localism Act 2011. Consider any applications for dispensations in relation to disclosable pecuniary and/or prejudicial beneficial interests.

There were no declarations of interest.

4. To consider and sign the minutes from the previous parish council meeting, held on Monday 11th January, 2021.

The Parish Information page for the village website was discussed, it was concluded that this should not give information about commercial businesses, but will give information about local services; bus service, library, doctors, dentist etc...

 Planning Applications received:

  • S20/0071 - Silver Birch (T1) - Fell due to rot in large wound. Church View Cottage The Green Fulbeck Lincolnshire NG32 3JJ. Date valid 8th January 2021, comments by 2nd February. No comments given by the council.
  • S21/0062 - S73 application for the variation of condition 2 (approved plans) of permission S17/0351, Fulbeck Poultry Farm , South Heath Lane, Fulbeck, Grantham, NG32 3HR. Comments by 8th February 2021. No comments given by the council.
  • S21/0217 - Variation of condition 4 of S19/2096 (use of building) from storage and distribution to production and distribution, Conditions(s) Removal. Comments by 8th March. No comments given by the council.

8. To resolve whether to put Tree Preservation Orders on 7 Oak Trees on South Heath Lane, from ‘Valley View’ to ‘St Helier’.

Cllr Sampson reported that she had made enquiries with SKDC to find out who owns the oak trees and what the process is to place tree preservation orders on trees of importance to the village, Cllr Sampson is still waiting for a response from SKDC. It was RESOLVED to find out what the procedure is, how the process is carried out, and all relevant information (who owns the trees etc) and discuss it with everyone involved, before beginning the process of placing TPO’s on trees.

9. To resolve whether to go ahead with the bus shelter repairs in April.

All cllrs wished to go ahead with the bus shelter repairs, it was therefore RESOLVED to go ahead with the quote of £250 from Quantrills. Clerk to raise purchase order.

10. Highway matters.

Pot holes on pottergate road have not yet been filled. County Cllr Maughan will look into this further.

12. District Councillors report.

SKDC have used the maximum increase for tax allowed by the government, which equates to a £5 increase on a band D property. Business rates and pay rises will remain static. Focus for this year is to keep financial stability and no reliance on reserve. The review of the planning department is still under consideration. Clay pigeon shooting planning application is still under consideration. Shooting will begin again in April.

13. County Councillor report - update from CC Maughan on outstanding matters.

The county council is set to balance its books for this financial year, and have been provided with quite a lot of money from the central government to protect services and provide support for some of the most vulnerable people in the country. The vaccination program is continuing to run very successfully. County Council tax will increase by 1.99%, this will raise an additional 8 million for the county council. The vaccination program is continuing to run very successfully. The Lincolnshire transport helpline number to help to get to the vaccination center is 03454564474. Local county council elections will go ahead in May, county councillor Maughan will be running again.

14. Village organisations report.

There will be no car boot sales in April, May, June. The gyro spiral in the play park has been damaged, cllr Hughs has taken it out and will be coming back to the PC to put the repair on the agenda for discussion. There has been a spurt of antisocial behaviour, the group has been identified and action has been taken. If the anti social behaviour continues then the village hall and playing field will contact the police at Long Bennington.

15. Matters for urgent discussion only.

The Chairman thanked the member of the public in attendance for the results of the Bluestone housing survey. The annual parish meeting and the annual general meeting will be held by zoom. The APM will begin at 7pm on Monday 10th May, the AGM will follow.

The Chairman closed the meeting at 21.25.

PC Meeting 2nd November 2020, Item 9. Correspondence – 8.

Concern about a road side hedge encroaching into Brant road. 

18th January – Clerk has written to the owner of the land.

PC Meeting 11th January 2021, Item 15. Correspondence – 7.

Clerk replied to the person who asked if they could metal detect on communal ground, giving the councillors response.

22nd February

Clerk carried out the  first bank reconciliation. This highlighted that one payment has not come out of the yorkshire bank account; £400 for the Church Grass cutting, all other payments and receipts are correct for 2020/2021. This payment was not included in the bank reconciliation,  however the payment and receipt book still did not reconcile with the bank statements.

Therefore giving a total of £17,867.19p

Clerk to look into the Church Grass cutting payment and carry out another bank reconciliation when the March bank statement is sent. If the books and the bank accounts still don't reconcile then I will go through previous years to find where the error/errors have occurred.

Cllrs RESOLVED that this is not a parish council matter as the trees in question are on private land.
