Fulbeck Parish Council Meeting Minutes

Date/Time: Monday 1st November, 2021.

Location: Village Hall, Lincoln Road, Fulbeck.

Present: Mr S Caunt (Chairman); Ms A Sampson (Vice Chair); Mr G Greenhalgh; Mr D Morrison; Ms J Hodcroft; Mr J Fane;  Mr P Hughes.

In attendance: District Councillor Penny Milnes, Mrs K Elson, Clerk, 46 members of the public present.

Absent: None

1.   Chairperson’s welcoming remarks.

The Chair welcomed everyone to the meeting.

2.   Adjournment of business for public questions and comments.

The Chair welcomed Alix Fane to address the meeting about planning application S21/1974 along with two of her team who helped with the planning of the development. 

They then addressed the public and gave a presentation about the new development and welcomed questions from the public and parish council. 

The following points were raised by the public and Parish Council and Alix Fane responded to all points/queries.:

●Are all the houses for sale or are any for rent? One two bedroom will be for rent the rest of the houses will be for sale.
●Will the properties be leasehold or freehold? Freehold.
●Will the plans be changed after the original planning permission goes through?  The intention is there will be 10 affordable houses and 2 market houses.
●Will locals have priority to buy the houses? Fulbeck residents or people who have a strong connection to the village will have priority.

The Chair thanked Alix Fane and her team for addressing the public/parish council and declared the Parish Council meeting open at 8.10pm.

3.   Apologies for absence and declarations of interest in accordance with the requirements of the Localism Act 2011. Consider any applications for dispensations in relation to disclosable pecuniary and/or prejudicial beneficial interests.

Cllr J Fane declared an interest in item 6, as he is related to the developer of S21/1974.   

Cllr S Caunt declared an interest in item 5.a, for expenses.

4.   To consider and sign the minutes from the previous Parish Council meeting, held on Wednesday 15th September 2021.

It was proposed by Cllr D Morrison and seconded by Cllr J Fane and unanimously agreed to approve the minutes with the amendments given by Daved and Jane.

5.   Financial Matters.

It was proposed by Cllr G Greenhalgh seconded by Cllr P Hughes to approve items 5.a.-5.d., Vote: 6 for, 0 against and 1 abstention. It was therefore RESOLVED to approve items 5.a. - 5.d.

e.   To resolve whether to move the Parish Council current account to online banking.

After some discussion it was proposed by Cllr J Fane and seconded by Cllr G Greenhalgh to adjourn item 5.e.  to the January meeting.    

6. Planning Matters.

Planning application received:

●   S21/1818 - Erection of 1no quail egg production unit with ancillary feed silo and hardstanding.
Location: Fulbeck Poultry Farm, South Heath Lane, Fulbeck, NG32 3HR.
Comments by 7th October 2021.
The Parish Council submitted their objection on the 6th October. 

●   S21/1974 - Erection of 12 dwellings, comprising 10 affordable housing units and 2 market housing units; formulation of new private drives and associated hard landscaping to private vehicular and pedestrian access from South Heath Lane.
Location: Land North of South Heath Lane, Fulbeck, Lincolnshire
Comments by 8th November 2021.       
                
Cllr Ann Sampson left the room and abstained from the vote for planning application S21/1974.

After some discussion it was RESOLVED that the Parish Council would submit comments about planning application S21/1974 to SKDC before deciding to vote whether to approve or object to the application. Proposed by Cllr D Morrison and seconded by Cllr J Hodcroft, vote 5 for, 0 against and 2 abstentions.

7. Highway Matters.

Nothing to report.

8. Correspondence.

The Chair read the list of correspondence to the meeting.

●   Resident - Opposed to a 3rd shed on the poultry site. Concerned about increase in pollution levels, lorry traffic (on South Heath Lane) and noise levels, corrosion to the local roads. The possible effect of the increase in dust/gases and infectious diseases on the local population. The effect on local wildlife in the area. The Parish Council have objected to this application.
●   Resident - Opposed to a 3rd shed on the poultry site. Also concerned about the increase in HGV traffic, noise, light and odour pollution. Raises further concerns about the ecological impact on the proposed site which has a diverse habitat. An environmental survey has not been carried out. The Parish Council have objected to this application.
●   Resident - Request for the Parish Council to consider the LCC speed limit policy (20mph for country lanes and villages) for Fulbeck. 
●   Resident - Complaint about a Parish Councillor posting notices to villagers, informing them how to comment on a planning application without the consent of the Full Council. Clerk advised this could be discussed in a closed session.

9. To discuss the amount to put towards the maintenance of the village flower arrangements.

The Chairman stated that £200 had been received for 3rd place for the SKDC competition. After a little discussion, it was proposed by Cllr P Hughs, seconded by Cllr D Morrison and unanimously agreed, and therefore RESOLVED to give the £200 to the Village hall.  

10. To discuss placing new HGV signs and moving the 30mph sign on Pottergate Road.

It was concluded to move this item to the January agenda.

11. To consider the LALC offer of website maintenance from Pete Langford.

It was proposed by Cllr J Fane, seconded by Cllr D Morrison and unanimously agreed and therefore RESOLVED to sign up for 1 year.

12. To discuss the Bulby Lane site and the latest planning application.

The Chairman stated that Fulbeck Parish Council have put their objection to the appeal to the inspectorate and it has been received.

13. Report about repairing the war memorial site.

Cllr J Hodcroft reported that the remains of the trees and their roots need to be removed and 15 meters of hedging needs to be replaced. There is a large hole in the fence that needs repairing. Propeller needs repairing/cleaning. Cllr Hodcroft proposed a working party to be formed to clean and paint the propeller. The RAF emblem needs professional painting.

14. To consider the 2022 ordinary meeting dates of the Parish Council listed below:

Wednesday 5th January 
Monday 7th March 
For the APM and AGM either Wednesday 4th May or Monday 16th May.
Monday 4th July
Monday 5th September
Monday 7th November

It was proposed by Cllr A Sampson, seconded by Cllr J Hodcroft and unanimously agreed to set the ordinary meeting dates of the Parish Council as listed.

15. District Councillor Report - Update from DC Milnes on outstanding matters.

Cllr Milnes congratulated the Parish Council for winning 3rd best kept village in the SKDC competition. SKDC are not providing litter bins anymore. Leisure centers are currently struggling in the district.

16. County Councillors Report - Update from CC Maughan on outstanding matters.

Cllr Maughan sent his apologies.

17. Village Organisations Report - Village Hall and Playing Field Committee

On the 5th of November (Bonfire Night) the bonfire will be lit at 6.15pm and the fireworks are scheduled for 6.30pm. Quotes are needed to replace the fencing on the Eastern boundary.

The Chairman then discussed the metal bench that has been donated for the high street green. It was concluded to put this on the January agenda.

The Chairman closed the meeting at 9.45pm.
