3.   To receive declarations of interest in accordance with the Local Government Act 2000

4.   Notes of the last meeting held on the 9th September 2019 to be approved as minutes.  (Already circulated)

5.   Adjournment of business for public questions and comments

6.   Reports on matters outstanding:

a)   Community Speed Watch – to receive further details of correspondence

b)   Path running along the A607 from Caythorpe Boundary from Victoria Farm to Washdyke Lane.  To ascertain if there has been any progress.

c)   Letter received from LCC regarding Broadband Gigabit Voucher Scheme & Rural Gigabit Connectivity Scheme (CC Maughan to report on any up-date)  

7.   Financial Matters

a)   To receive the financial report

b)   Accounts for payment 

  • Litter Picker – September and October
  • BDG Mowing – September and October
  • LALC – Attendance at LALC AGM & Conference £20 plus £4 VAT = £24
  • PCC – Payment of grass cutting grant £400
  • VH Grant (less money already paid for fireworks) £550

c)  Payments made

  • Clerk’s Salary September and October
  • £375 plus £75.00 VAT (£450) for Fireworks

d)   Payments received

  • Grant for provision of Community Cleaners - £213.46

e)   To decide if money wants transferring from Yorkshire Bank to Melton Mowbray Building Society and if so the amount.  (Projected accounts to March 2020 attached.)

f)   To discuss if the Parish Council wishes to pursue internet banking.  (Paper circulated by Cllr Greenhalgh)

f)  To have a preliminary discussion on the precept for 2020 including the provision of gates in Fulbeck.

g)  To discuss the grant received for the Play Area. (Figures to follow)

8.   Planning Matters

a)   Planning Applications Received – PL/0159/19 – Demolition of fire damaged building and erection of replacement at Mid UK Recycling Plant.  No objections were put forward.

b)   Planning Applications Determined –

  • S19/0834 – Change of use of land for the siting of caravans on land Off Bulby Lane.  Planning Permission refused.
  • S19/1251 – Erection of detached dwelling at The Grange, Lincoln Road.  Permission granted.
  • S19/1451 – Fell trees at The Russets, Washdyke Lane.  Work allowed.
  • S19/1737 – 5-day notice – Fell apple tree at Carriers Cottage, Rectory Lane
  • S19/1819 – Approval of details reserved by condition at The Old Farmhouse, Sudthorpe Hill.

c)   For information – The Appeal for the Clay Pigeon shoot will be 25-27th February 2020.

9.   Highway Matters

a)   Speed of vehicles down Rectory Lane – as a result of an observation from a member of the public at the last meeting to discuss any action to be taken

b)   To discuss the need for an observation mirror at the side of the Hare and Hounds to assist drivers when pulling out of Scotts Hill onto Rectory Lane

c)   Beck Lane, Fulbeck – To discuss a letter from a resident regarding the state of Beck Lane and the surface water drainage from North End Lane.

d)   Fulbeck Village Signs – to ascertain if there has been any progress.

11.  Report from Cllr Hodcroft on the LALC Conference and AGM and also update on neighbourhood planning

12.  To discuss the £200 from DC Milnes and decide on a project

13.  To discuss the future of the telephone kiosk (correspondence circulated)
