- It was RESOLVED to respond in the following manner: No objection.
26/27/071 S26/1360 - Four Way , Bulby Lane, Fulbeck, NG32 3JG - Erection of agricultural building. [Deadline:
17/09/2026]
- It was RESOLVED to respond in the following manner: The Council objects for the following
reasons: The site in question is not an established small holding, it is ancient ridge and furrow land,
and it is felt that the proposed building is of a significant size for a limited agricultural use.
Furthermore, it is an inherently very damp area with a proposed flooring material that will not be
adequate for storing hay as the damp will permeate through. It is known that a soak-away method of
dispersing rainwater will not work in that area. There is also no existing building footprint on the site
which is insinuated in the application. It is further assumed that the building will not be used for
equine use but for mainstream agricultural use so this should be a stipulated requirement going
forward through the application process.
26/27/072 S26/1469 - Land At, Brant Road, Fulbeck, NG32 3JD - Erection of 6no. poultry houses (Broiler
Rearing), associated Infrastructure, and rural workers dwelling. [Deadline: 30/09/2026]
- It was RESOLVED to respond in the following manner: The Council objects for the following
reasons: There are ecology issues due to potential pollution and contamination, from the intended
use of the site, to the river Brant; questions over the management of waste water from the site; and
a significant use of energy especially using gas heating. There would be an unacceptable odours
issue throughout the village from the site especially during the cleansing process. There are
concerns about the potential impact by increased volume of heavy vehicle movements through and
around the village, and the resulting impact to the smaller roads in the area, including Brant Road,
as well as narrow and weak bridges which would be affected by the excessive heavy vehicle usage
caused by the site. Although we realise it is not a planning matter, we believe that there are
significant ethical and moral issues regarding this farming method.
26/27/073 S26/0896 - 6 Lime Tree Close, Fulbeck, NG32 3HT - Side extension to existing bungalow and
creation of parking space to front of property. [Deadline: 29/09/2026]

GENERAL
26/27/082 Review the results of the five-year tree survey and agree remediation works required.
- The five-year tree survey has been completed with the results being circulated.
- The two main village Greens have planning approval for any works proposed as per the survey
results.
- It was noted from a previous set of minutes that the management of the trees on the Village Green
is with a resident of the village. It was RESOLVED to pass on the findings of the tree survey to that
resident.
- Essential works are usually expected to be carried out within 3 months.
- The Clerk was requested to get three quotes for both essential and desirable works in two parts, to
the standard quoted in the report.
- The Playing Field also requires tree works.
- The Clerk is to apply for planning permission for the High Street Green tree works.
26/27/083 Review speed restriction proposal for the A607 and agree actions required.
- This initiative has now received support from our County Councillor and is on the list for
investigation with County Highways for when resource becomes available.
26/27/084 Agree replacement of speed indicator device on A607.
- Speed Indicator Device costs has been circulated based on a specification of it being a certified
device with solar panel and able to be located in multiple locations.
- Lincolnshire Road Safety Partnership (LRSP) can advise on location of other sites to mount the
device with each location requiring a dedicated post for around £200 each.
- Repair of the existing device is not seen as feasible but it was RESOLVED to ask Cllr Nick
Harrison to take down the unit and pass to a known electrical engineering expert in the village, to
see if it can be fixed.
26/27/085 Agree winter salt requirements for the forthcoming season.
- It was RESOLVED that the Clerk request that the grit bins are filled. They are on Rectory Lane,
High Street, North End Lane, Bulby Lane, Washdyke Lane, Southorpe Lane, and Scotts Hill Lane.
- It was agreed to get a new grit bin located on South Heath Lane at an accident black-spot.
26/27/086 Agree joint management of the Fireworks Display including the purchase of the fireworks for the
event.
- There was a proposal to provide a grant to cover the cost of the fireworks. There was an objection
on the basis of ecology and animal welfare unless silent fireworks are used. There was a suggestion
of a survey for next year. There was a further suggestion of a silent section of the fireworks display.
- It was RESOLVED by a majority to pay a grant equivalent to the cost of the fireworks, on the basis
that a survey is carried out for next year to look at a silent display.
26/27/087 Recognise receipt of the RoSPA annual safety check reports and agree any related follow-on
actions.
- The reports will be reviewed by Cllr Peter Hughes and any recommendations brought back to the
next meeting.
REPORTS
26/27/088 Clerk's report.
- Following an earlier challenge on the alleged breach of planning regulations for the Football Posts
and Shelters on the Recreation Ground has resulted in a ruling that the Authority "do not believe
there is any breach of planning control".
26/27/089 Environment and biodiversity update.
- We now have four verge signs and pigtails for the temporary fencing to stop parking and mowing.
- The verges may be topped in March to allow the seed heads to be available as insect food and
further plant seeding.
- More insect hotels and bird boxes are available.
- We will continue to monitor hedgehog houses – there is potential evidence that there is activity.
26/27/090 Community Speed Watch and road safety update.
- No update.
26/27/091 Provide an update on the new memorial on the entrance to the Airfield.
- On 29th August there was a service at the memorial attended by Councillors, residents, and a
strong American contingent. The ceremony was poignant and respectful with a thoughtful eulogy.
The volunteers at the Village Hall spent many hours preparing and providing wonderful refreshment
– great thanks to those involved. Everyone enjoyed the occasion. The family of the Italian airman
were very appreciative of the occasion.
- There may be a need to do some follow-on sympathetic groundworks.
26/27/092 Provide an update on the public views on verge mowing.
- There did not seem to be any knowledge from where this initiative had emanated – the Parish
Council did not initiate the request for responses from the News and Views magazine.
- County Highways are in control of the verges and the Parish Council has an understanding to
manage, within certain boundaries, parts of the verge.
- It was agreed to provide an update on biodiversity from Cllr Rosie Siddans, to mention that the
previous request for views did not come from the Parish Council.
