Welcome and open the Council meeting. - The meeting commenced at 7.00pm. - Present: Councillors Nick Harrison, Jane Hodcroft, Peter Hughes, June Hutchinson (Chair), Rosie Siddans (Vice Chair), Gill Thornton; Dermot Daly (Clerk); District Councillor Penny Milnes; 10 members of the public.

Receive and approve any apologies for absence. - None.

Identify candidates and approve co-option to the one Casual Vacancy Councillor position and where appropriate complete necessary forms. - There was no interest shown at the meeting.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes). - The roads, in the hot weather, are creating issues with treading tar into houses. In high use areas the dressing is coming off. - There was a question raised about the Insurance Claim on which the Council was unable to comment.

Receive County and District Councillor reports and reinstate Standing Orders. - District Councillor Penny Milnes reported the results of the Local Government Review (LGR) – it will be divided into an enlarged Lincoln City Council (population ~200,000) and the rest in another Council (population ~700,000) neither of which have yet been named. North Lincolnshire Council and Northeast Lincolnshire Council will remain the same. - Apologies received from the County Councillor and his report was read out by the Clerk regarding the provision of a response/progress portal for the FixMyStreet issues.

Approve the circulated Minutes for the Parish Council meeting held on 21st May 2026. - It was RESOLVED unanimously to approve the minutes as circulated.
PLANNING

Discuss and agree response to any last-minute planning applications and provide any updates on planning decisions. - S26/0896 - 6 Lime Tree Close, Fulbeck, NG32 3HT - Side extension to existing bungalow and creation of parking space to front of property. (Deadline: 03/08/2026): to be dealt with by delegated authority.

S26/0125 - Land North Of South Heath Lane, Fulbeck, NG32 3HX - Submission of details reserved by conditions 3 (Tree Protection Plan), 5 (Construction Method Statement), 6 (Contamination) , 7 (Foul Drainage), 8(Sustainable Building), 9 (Materials), 10 (Landscaping), 12 (Boundary Treatments) and 14 (Crossing Points) of planning permission S23/1124 [Approved] - The status was noted. However, another entrance has been created to the site by removing bushes and tree branches. It has also been noticed that there was some sewage seepage during the last main rainfall.

S26/0816 - Old Hall Farm, Washdyke Lane, Fulbeck, NG32 3LD - 5 day notice with regards to removing a dangerous Ash tree. [Approved] - Noted.

S26/0661 - Five Acres , Brant Road, Fulbeck, NG32 3JD - S73 application to vary condition 2 (approved plans) of planning permission S24/2102 - Proposed single storey extension to bungalow and replacementof adjoining garage flat roof with new pitched roof. [Approved] - Noted.

Review the Financial Report for the period. - The Financial Report was presented by the Clerk and accepted as circulated.

Review and approve the Accounts for Payment. - It was RESOLVED unanimously to approve the payments as circulated.
GENERAL

Discuss and agree plans for the litter picking service for Fulbeck Village. - It was RESOLVED unanimously to not take on any contract for litter-picking but to support a local volunteer by providing access to materials and tools, and risk assessment.

Discuss and agree taking on the grass cutting from Lincolnshire County Council. - It was RESOLVED to keep the grass cutting as it is despite them cutting more of the wild verges than has been agreed.

Discuss and agree whether to approach Lincolnshire Highways / Highways England regarding a reduction of the existing speed limit at the approach to Fulbeck village from Caythorpe and Old Lincoln Road. - There is an unrestricted length of road from the Old Lincoln Road entrance which could be reduced to 40mph. The bus stop on this stretch has no protection for young passengers. The hill causes extra risk, with accidents having occurred on that stretch. Hedges are right up to the carriageway and wildlife can emerge suddenly causing traffic to take avoiding action. - It was unanimously RESOLVED to approach the County Council for an initial consultation.

Discuss and agree any actions following the informal walk-around of the village with County Council representatives. - The culvert on Brant Road at the edge of the village needs to be checked for it being clear. - Dykes also need to be checked. - There was a request to move the HGV restriction sign to a more sensible location to stop incorrect use of the roads. - It was RESOLVED that Councillors are to log issues on FixMyStreet to ensure they are addressed or formally refuted. - It was also agreed to publicise this to the public audience for the wider use of FixMyStreet.

Approve the purchase of signs for the wildflower verge. - Wildflower verges need “no mowing” and “no parking” signs purchasing and placing in order to protect the increased biodiversity environments despite the mowing contractors having be told numerous times. - It was RESOLVED unanimously to source four aluminium signs and a set of pigtails for £380.

Adopt a new Tree Management Policy. - It was decided to update the document with locations, how to deal with encroachments, and the three-stage inspection in the previous document, with the result to be presented back to the next meeting.
REPORTS

Clerk's report. - Parish Council Briefings on Local Government Review are available based on announcements today. - No further progress on the North End Green claim. - Play park inspection is taking place in August. - Received public rights of way grass cutting schedule.

Environment and biodiversity update. - There was a view that it would be nice to Would like to expand the biodiversity areas for managed wildflower spaces.

Community Speed Watch and road safety update. - Nine volunteers interested. Community speed watch coordinators to be contacted regarding the methods of training. - The Speed Indicator Device in the dip has been checked. The Clerk is to check through contacts for companies available to repair the unit. - Thanks were extended to Phil Shakleton for assistance with this work.

Confirm position and outstanding actions to ensure all Councillors are using the new email addresses. - One Councillor is still outstanding but a recent change in technology device will allow this to be resolved. The Clerk will ask the hosting supplier to assist.

Discuss confidential matters regarding insurance claim. - The clerk explained the background and the position of our insurance company. - It was RESOLVED that the response will be: The information has been provided to our insurance company (Zurich). They in turn will no doubt provide that information to the claimants insurance company. We are unable to comment further on this subject as it is in the hands of our insurers.
