MINUTES
Welcome and open the Council meeting. - The meeting commenced at 7.00pm. - Present: Councillors Nick Harrison, Jane Hodcroft, Peter Hughes, June Hutchinson, Gill Thornton; Dermot Daly (Clerk); District Cllr Penny Milnes; Eight members of the public. - The Chair thanked all for coming out on a miserable evening.

Identify candidates and approve co-option to the one Casual Vacancy Councillor position and where appropriate complete necessary forms. - There was no interest shown at the meeting.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes). - The Standing Orders were suspended. - Planning application relating to item 25/26/132: The development is in open countryside and is a good reason to object and turn down the application; the adjacent highway is not in a fit condition (based on being a ‘C’ road/lane); the land needs to be suitable land to live on but is under water currently; demolition of ancient hedgerow is needed to gain site access; services should be within easy walking distance – but they are not; significant impact to local demographic; great crested newt was found on the land. It is also questionable as to the status of the intended residents. There would be a significant number of waste bins outside of the intended site. The existing entrance to the field is not an approved access.

Receive County and District Councillor reports and reinstate Standing Orders.
i)
District Council report. - SKDC Budget: SKDC element of the budget may rise by 2.99%, the maximum, and is awaiting confirmation. - Green Bin charges: may rise and collections may be reduced. - Planning: S25/2284 Change of use of land for stationing of caravans for residential purposes – creating 3 gypsy pitches. I have called this application in to the planning committee. - Planning: S26/0040 Replacement doors and windows, Church View Cottage, The Green, Fulbeck. This is in the Conservation Area but not a Listed Building. The changes are to the rear of the property. - Planning: S25/1468 Brandon Wood Clay Shoot - application for 106 days shooting will not be heard by the planning committee until February. - SKDC Local Plan: The Local Plan continues to progress and is still on track for the end of the year. Caythorpe is the larger village in Loveden Heath Ward, however, there are no housing allocations being presented and as a rule no allocations are made in the smaller villages. SKDC is in the ‘tilted’ balance situation since the new government housing targets were announced and will be until the revised Local Plan is in place. This means that housing should be approved unless there are very strong reasons against. - NPPF: A revised version of the NPPF was published just before Christmas and will be analysed before it comes into force in March. - Local Government Reorganisation: We are awaiting the Government response as to which of the 6 options put forward will be chosen – probably by March.

County Council report. - County Cllr Ken Bamford gave his apologies.

Reinstate Standing Orders. - The Standing Orders were reinstated.

Approve the circulated Minutes for the Parish Council meeting held on 27th November 2025. - It was RESOLVED unanimously to approve the minutes as circulated.
PLANNING

Discuss and agree response to any last minute planning applications and provide any updates on planning decisions. - S26/0040 - Church View Cottage, The Green, Fulbeck, NG32 3JJ - Replacement windows and doors to rear (East) elevation. (received 15/1/2026; deadline 5/2/2026): It was RESOLVED to not object to this application; the building is not listed but is in a conservation area and is not visible from the road.
i)
S25/2251 - Dale House, Washdyke Lane, Fulbeck, NG32 3LD - 5 Day Notice to Re-pollard the trees to previous points on all limbs (but no further), re-pollard and remove the 2 x failed limbs. [For information only] - Noted.
ii)
S25/2314 - Fulbeck Poultry Farm, South Heath Lane, Fulbeck, NG32 3HR - Non-material amendment to planning permission S21/0062 (S73 application for the variation of condition 2 (approved plans) of permission S17/0351) to change the approved external materials on the walls from dwarf blockwork wall and T&G weather board to profiled metal cladding, plastisol coated colour "moorland green". [Approved] - Noted.
iii)
S25/2315 - Fulbeck Poultry Farm, South Heath Lane, Fulbeck, NG32 3HR - Non-material amendment to Poultry Unit. [Approved] - Noted.

S25/2284 - Land At , Brant Road, Fulbeck, NG32 3JA - Change of use of land for the stationing of caravans for residential purposes (involving the creation of three Gypsy/Traveller pitches comprising 2 static caravans, 2 touring caravans), the formation of a new access onto BrantRoad, the laying of hardstanding for internal road / parking, and erection of six dayrooms ancillary to that use. [Deadline: 22/01/2025] - It was unanimously RESOLVED to object to this application based on the report circulated to the Councillors prior to the meeting. - The Clerk was asked to summarise and circulate the objection to the Councillors and the result will also be posted on the Facebook page. - Other observations made: 12 pitches were approved in 2012 and there is a cumulative effect – without the appropriate local services for the application site. There will be significant concrete hardstanding and close board fencing on the proposed site which will not be in keeping with the local area. There are three dwellings within the immediate area even though the risk assessment does not identify these; on the south side of the site there is no adequate drainage; there is no possibility of providing landscaping character; only two access gateways have planning permission, the third that has been requested has previously been turned down by the planning department.
FINANCE

Review the Financial Report for the period. - The Financial Report was presented by the Clerk and accepted as circulated.

Review and approve the Accounts for Payment. - It was RESOLVED to approve the payments as circulated.

Discuss and agree budget and associated precept for 2026-27. - To be submitted tomorrow. The Clerk has raised concerns to SKDC regarding the unacceptable deadline for a Parish Council meeting every two months. - It was unanimously agreed that the budget is agreed as circulated and that the precept is set at £10,810 for 2026-27, which will mean a 6.0% (£2.76) increase for a Band D property.
GENERAL

Discuss and agree provision of a litter picking service for Fulbeck Village. - It was agreed that the existing volunteer does a good job of the litter picking and thanks were voiced. - It was felt that more litter picking would be required, especially along the main road – this would be done through an expression of interest following an appropriate advert. This work would be managed by the Clerk and would aim on the centre of the village. - It was unanimously agreed to draw up a plan.

Update on lease for memorial grounds at Fulbeck Airfield and agree related actions. - An informal agreement is suggested to maintain the memorial and surrounding land in line with the previous lease with bomber command. Maintaining in a neat and tidy condition. - A second memorial is intended to be placed on 29th August 2026. This will be an official event with many dignitaries. Cllr Peter Hughes will keep close to the organiser of the event, especially with the status of getting the grant.

Discuss and agree taking on the grass cutting from Lincolnshire County Council. - We have a grass-cutting plan from Lincs County Council (LCC). ACTION: The Clerk is to ask South Kesteven District Council (SKDC) what grass they cut for the village, and what LCC cut, how much LCC would be willing to pay, and how often they wish it cutting. - There may need to be some discussions regarding areas that are bracken rather than grass. - Cllr Peter Hughes is to maintain control of this initiative.
REPORTS

Clerk's report. - SKDC Funding workshop on 28th January. - Date for walkabout between LCC Highways, County Cllr and Parish Cllrs is 27th January - location to be arranged. - Byards Leap Defib, previously decided not to provide funded support, no longer has batteries or pads available so will be unusable from May 2027 (or before if used), and Cranwell are asking whether we will be replacing it - I will be responding with a "No" due to the previous decision.

Environment and biodiversity. - No update.

Community Speed Watch and road safety. - Speed Watch locations have been circulated. The locations being suggested are the north-end; opposite playing field entrance; outside of the Hare and Hounds; and outside village hall. South Heath Lane and ‘the dip’ will be investigated further through the Lincs Road Safety Partnership (LRSP).The current Speed Indicator Device (SID) needs to be investigated as to whether it is working and whether it is on the asset register. - There is a Zoom course for volunteers or it can be in-person if it can be coordinated. Need to know what volunteers already identified and then advertise for further volunteers – then can coordinate the training. - Cllr Nick Harrison will attend the zoom training.
