MINUTES

Welcome and open the Council meeting. - The Chair thanked all the volunteers in the village including the Thursday Club. - The meeting commenced at 7.00pm. - Present: Councillors Nick Harrison, Jane Hodcroft, Peter Hughes, June Hutchinson, Rosie Siddans, Gill Thornton; Dermot Daly (Clerk); 10 members of the public.

Identify candidates and approve co-option to the one Casual Vacancy Councillor position and where appropriate complete necessary forms. - There was no interest shown at the meeting.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes). - The Standing Orders were suspended. - The maintenance carried out on the local roads has not been successful and appears to be worse than it was before the work was carried out. The suggestion is that people should continue to report issues on FixMyStreet. - Fulbeck Hall gate, damaged about 10 years ago, and was repaired. About 2 years ago the same happened again but has not been repaired. This is a private matter and not within the jurisdiction of the Council. Further comment was raised about the fact that the gates were listed.

Receive County and District Councillor reports and reinstate Standing Orders.i) District Councillor Penny Milnes has apologised for the meeting.ii) County Councillor Ken Bamford has apologised for the meeting. - The Standing Orders were reinstated.

Receive disclosures of interests from Councillors on matters at this meeting. - There were none declared. - Following a reminder to all Councillors, it was noted that there were no changes to any of the Declaration of Interests held by the District Council.

S25/0974 - The Old School, Byards Leap, Cranwell, NG34 8EY - Submission of details reserved by condition 3 (material samples) of planning permission S25/0342 (Section 73 application to vary condition 2 (approved plans) of planning permission S24/0868 (Proposed garage conversion, rear single storey extension, first floor loft conversion (including insertion of dormer window) and front entrance porch). [Approved] - Decision noted.

Review the Financial Report for the period. - The Financial Report was presented by the Clerk and accepted as circulated.

Approve £400 grant for Church Grass Cutting for 2024-25. - It was RESOLVED unanimously to approve the grant as requested for 2024-25 and for 2023-24, both for £400 each.

Agree actions relating to remaining £400 of VH&PF grant for 2025-26. - Cllrs Peter Hughes and Gill Thornton declared an interest in this item and therefore did not vote on the matter. - It was RESOLVED unanimously to allocate the residue of the £1000 grant for the Village Hall as a contribution to their insurance.
GENERAL

Discuss and agree plans for the litter picking service for Fulbeck Village. - An application has been received from a young person in the village. - An Expression of Interest form has been developed for the post/service, which requires a minor modification before being posted on the noticeboard. - Under 18s require a work permit through the County Council and we need to check on the insurance position. - It is expected that the Council will provide the equipment and PPE. - A risk assessment will need to be carried out. - It is expected that a decision will be made at the next meeting.

Update on lease for memorial grounds at Fulbeck Airfield and agree related actions. - The landowner only requires a simple Memorandum of Understanding, which was covered at the meeting. - The event on 29th August to install a further memorial will have a focus on the Village Hall to host a celebration, with any camping to make use of the playing field. SKDC have provided a grant for the memorial.

Discuss and agree taking on the grass cutting from Lincolnshire County Council. - ACTION: Clerk to remind County Council representatives to come equipped with maps for grass cutting for the walk-around of the village. - (e.g. the District Council cut Lime Tree Close). - ACTION: Clerk to request the method statement and risk assessment from the current grass cutting contractor prior to the first cut of the season.

Approve replacement of children's playground swing seats. - 18-year-old rubber swing seats are in need of replacement. The cradle seat and two flat seats will cost around £270. - It was RESOLVED to purchase the three seats and move the balance of the budget into a reserve for play equipment.

Provision of an update on the Village Hall Car Park and related actions. - The Village Hall & Playing Field Committee (VH&PFC) do not wish to claim ownership to the car park but would want to retain the right of access and use of the same. - VH&PFC want to put forward the resolution that the Parish Council take the necessary legal actions on behalf of VH&PFC to retain right of use (as above), - Cllrs Peter Hughes and Gill Thornton declared an interest in this item and therefore did not vote on the matter. - It was RESOLVED to unanimously accept the resolution.

REPORTS

Clerk's report. - We have received an insurance claim for building damage adjacent to the Green on North End Lane. This has been passed to our Insurers. Clarity will be required over the ownership, real or inferred, of the Green. - The assumption regarding the Annual Parish Meeting is that it will precede the Annual Parish Council Meeting on 21st May, with the Annual Parish Meeting commencing at 6.45pm (with refreshments available from 6.30pm) and the Annual Parish Council Meeting starting as soon as possible after 7.30pm. - There is a Bus Shelter Grant Scheme, which offers up to £3,000 per shelter for new bus infrastructure or for repairs and refurbishment of existing shelters. - ACTION: Clerk to enquire about electronic signage which had been previously promised and to enquire about the grant offer.

Environment and biodiversity. - The verge has not been mowed. - Some temporary “No Mow” signs to be installed just in case grass cutting contractors change. - Should be a good mixture of flowers.

Community Speed Watch and road safety. - Following further communication from the Community Speed Watch team, the next step is to provide them with a list of volunteers. - A list of proposed monitoring locations has already been submitted, but this will not be reviewed until our volunteer list has been confirmed. - Training will be provided by the Speed Watch team once volunteers have been identified. - Key points to be aware of are that the volunteers must be aged 18 or over, with the Parish Council providing public liability insurance; a village coordinator must be appointed; training will be provided by the Speed Watch team; a risk assessment must be completed for the activity; cameras may only be set up in 20, 30, or 40 mph zones; operations may only take place during daylight hours; a minimum of three volunteers must be present at each session; volunteers must stand no closer than 3 feet from the carriageway; and volunteers must record all activities (paperwork will be provided). - The scheme is supported by the Community Speed Watch Team, Lincolnshire Police, and Lincolnshire Road Safety Partnership. - A draft poster advertising for volunteers has been produced and is out for comment. Once confirmed it will be displayed on village noticeboards, shared on the Fulbeck Village Facebook and included in the minutes of Parish Council meetings. - The next step is to gather a band of volunteers and send their details to the Speed Watch team (ACTION: Cllr Nick Harrison). They will not review the locations until we provide a list volunteers. - It was RESOLVED to continue to support this scheme. - There needs to be an investigation by Cllr Nick Harrison into the speed sign on A607 near Washdyke Lane.
