Minutes for Annual Parish Council Meeting held on 21 May 2026 at 7.30 PM

MINUTES

Welcome and open the meeting. - The meeting commenced at 8.21pm. - Present: Councillors Nick Harrison, Jane Hodcroft, Peter Hughes, June Hutchinson (Chair), Gill Thornton; Dermot Daly (Clerk); District Councillor Penny Milnes; 16 members of the public.

Agree on the Parish Council Chair for the forthcoming year. - It was unanimously RESOLVED to elect Cllr June Hutchinson as Chair for the current Council year.

Receive and approve any apologies for absence. - Cllr Rosie Siddans provided her apologies.

Agree the co-option of a Councillor to the remaining Casual Vacancy and complete relevant forms. - There was no interest shown at the meeting.

Agree the Vice Chair for the forthcoming year. - It was unanimously RESOLVED to elect Cllr Rosie Siddans as Vice Chair for the current Council year.

Receive disclosures of interests from Councillors on matters at this meeting. - None.

Suspend Standing Orders and allow for Parishioner Questions and Observations and to receive reports from County and District Councillors. - The Standing Orders were suspended for this item. - County Council Report: A written report was provided by County Councillor Ken Bamford and circulated prior to the meeting. - District Council Report:A very busy year with lots of change. The elections in May 2027 will be for a Unitary Council. A large volume of difficult and contentious planning applications. There is still a lack of 5-year land supply which means there is impact on refusing applications for residential properties.There has been some contentious code of conduct cases. Silver bins are now in full flow, and the food waste bins are the next step.Thanks to all the groups in the village on tsking an interest in local issues. - Public Comments:There was a question as to why Councillors did not declare an interest in the Car Park at the last meeting - it was noted that interests were declared and recorded.A Highways meeting with Parish Councillors has supposedly resulted in some enforcement - this could not be confirmed.It was asked for a change to the wording on the Minutes for the last meeting - this comment was noted. - Standing orders were reinstated.

Approve the Minutes for the Parish Council meeting held on 19th March 2026. - It was unanimously RESOLVED to approve the Minutes as circulated with changes to 25/26/159 to remove the inferred ownership of the ca park by the village hall, and with the referred letter to form part of the Appendices to the Minutes.

S26/0661 - Five Acres , Brant Road, Fulbeck, NG32 3JD - S73 application to vary condition 2 (approved plans) of planning permission S24/2102 - Proposed single storey extension to bungalow and replacementof adjoining garage flat roof with new pitched roof. [Deadline: 27/05/2026] - It was unanimously RESOLVED to respond to the application in the following manner: No objection.
FINANCE

Review and agree the Annual Accounts for 2025-26. - It was unanimously RESOLVED to approve the accounts as circulated.

Review and agree the Internal Audit for 2025-26. - The Clerk presented the findings of the Internal Auditor with the following actions identified: - The Clerk will request the auditable documentation of the regular visual checks of the play equipment from the Village Hall & Playing Fields Committee (VH&PFC) prior to the relevant internal audit. - The approved Health & Safety template will be completed by the Clerk. - Draft minutes will be published to the website shortly after being circulated to Councillors. - The Clerk will chase up on the use of the provided Council email addresses. - The Clerk will carry out an annual website accessibility check using the free tool discussed in a LALC round-robin.

Review and agree the External Audit submission for 2025-26, including the Exemption Certificate, Annual Governance and Accountability Return (AGAR) reporting requirements, and exercise of public rights for the period of 3rd June 2026 to 14th July 2026. - It was unanimously RESOLVED to agree the documents as circulated and to sign the forms.

GENERAL

Approve the insurance cover from 1st June 2026. - It was unanimously RESOLVED to renew the insurance as per the renewal notice circulated.

Discuss and agree plans for the litter picking service for Fulbeck Village. - The Expressions of Interests document has been reviewed by two councillors so will now be circulated to all Councillors.

Discuss and agree taking on the grass cutting from Lincolnshire County Council. - County have not provided the relevant information requested of them at the site meeting in March, so the Clerk will need to chase Rowan Smith.- The Clerk will also need to chase the District Council maintenance department for the grounds maintenance details for Lime Tree Close.

Update on legal process regarding the village hall car park. - The legal process is progressing.

Update on insurance claim for subsidence claim on North End Lane Green. - The Clerk requested this is moved to a confidential session.The Chair asked for the meeting to move this item to the end of the meeting and discuss in a closed session which would require the public and press to be excluded due to the confidential matters.

Clerk's report.- A request has been received from the claimants experts requesting a dig for samples on North End Green.- First Aid course being run by LALC on 2nd June.
