Minutes for Extraordinary Parish Council Meeting held on 28 November 2024 at 7.00 PM

Location: Village Hall, Lincoln Road, Fulbeck, NG32 3JW

MINUTES

 

 

 

Welcome and open the Council meeting.
 - The Chair opened the meeting at 7.00pm.
 - Present: Councillors Ollie Crowder, Nick Harrison, Jane Hodcroft, Peter Hughes (Deputy Chair), June Hutchinson (Chair); Dermot Daly (Clerk); District Councillor Penny Milnes; 3 members of the public.

24/25/105 Suspend Standing Orders, for this agenda item only, to allow the Public Forum (limited to no more than 15 minutes).
 - It was RESOLVED unanimously to suspend Standing Orders in order that the public may make comment on items that appear on the agenda.
 - A question was raised about the process behind confidential matters.
 - A statement was made regarding the planning application being discussed and the fact that the land was active farmland relatively recently.

24/25/106 To receive and approve any apologies for absence.
 - It was RESOLVED unanimously to accept the apologies received from Cllr Alix Fane.

24/25/107 To receive disclosures of interests from Councillors on matters at this meeting.
 - No interests were declared.

 

PLANNING

24/25/108 S24/1418 Additional Information - Fulbeck Heights , Pottergate Road, Fulbeck, NG32 3HW - Erection of a single dwelling with associated access, landscaping and
engineering works.
Reconsultation based on additional information provided - Ecology Impact Assessment Received. [Deadline: 03/12/2024]

24/25/109 Close the meeting to press and public for confidential matters.
 - It was RESOLVED unanimously to exclude the public and press to address confidential matters.

24/25/110 Approve backdated pay scale award.
 - It was RESOLVED unanimously to recognise and approve payment of the backdated national pay award from 1st April 2024 to 31st October 2024.

24/25/111 Review internal communications and governance.
 - The Councillors were asked to get to know the Standing Orders, the Code of Conduct, and the Nolan Principles, making this the focus of their Parish Council service delivery.
 - The Council meeting six times a year appears adequate although there may be a need for the occasional extra meeting as required.
 - The Council reviewed the essence of the Nolan Principles recognising that the new Code of Conduct is key to working more effectively and efficiently for the community.
 - The Councillors were interested in knowing more about the timescales around agendas and minutes which will be supplied by the Clerk.
