Minutes for Ordinary Parish Council Meeting held on 14 November 2024 at 7.00 PM

Location: Village Hall, Lincoln Road, Fulbeck, NG32 3JW

MINUTES

 

 

 

Welcome and open the Council meeting.
 - The meeting commenced at 7.00pm.
 - Present: Councillors Ollie Crowder, Alix Fane, Nick Harrison, Jane Hodcroft, Peter Hughes (Deputy Chair), June Hutchinson (Chair); Dermot Daly (Clerk); District Councillor Penny Milnes; Eight members of the public.
- The Chair thanked those volunteers who helped at the bonfire night event.

24/25/081 Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes).
 - The Standing Orders were suspended to allow the public to speak.
 - Parking problems caused through blocking of barn doors adjacent to the Village Hall and young children are being put at risk; the issues have been over the last three years; includes both vans and cars; parking is also in front of two garages, blocking access to them.
 - Traveller site: any further forward with removal of buildings?; Response: This is now in legal and attempting to serve enforcement notice.
 - The Craft Centre is unable to get emergency vehicle access.
 - Could the precis of the definition of a parish councillor to be displayed on the noticeboard; Response: once there is space on the board it will.

24/25/082 Receive County and District Councillor reports and reinstate Standing Orders.
 - Apologies received from the County Councillor.
 - District Council report:
Fulbeck Heights – there is to be further consultation following Lincs Wildlife Trust comments – details are on the portal.
Pottergate Lane – damaged gate – new lock and gate awaited – no tipping has occurred in the meantime.
New design code being defined (for design guidance alongside the Local Plan) and will undergo consultation.
New housing demands are delaying the Local Plan timescales.
New customer services area has opened recently at the main offices.
Devolution is continuing with the creation of MCCA (mayoral combined county area).
 - The Standing Orders were reinstated.

24/25/083 To receive and approve any apologies for absence.
 - None.

24/25/084 To receive disclosures of interests from Councillors on matters at this meeting.
 - Cllr Fane was unclear as to whether to declare an interest in 24/25/096.
 - There were no interests declared.

 

MEETINGS

24/25/085 To approve the Minutes for the Parish Council meeting held on 19th September 2024.
 - It was RESOLVED unanimously that the Minutes will record the number for and against other than unanimous, through a review of the recording or other available means, and brought back to the next meeting.

24/25/086 To approve the Minutes for the Parish Council meeting held on 3rd October 2024.

 - It was RESOLVED unanimously that the Minutes will record the number for and against other than unanimous, through a review of the recording or other available means, and brought back to the next meeting.

 

PLANNING

24/25/087 S24/1805 - Mcgregor House, Washdyke Lane, Fulbeck, NG32 3LD - Fell - T1 – Sycamore. [Deadline: 15/11/2024]
 - It was RESOLVED unanimously to support the application.

 

POLICY & PROCESS

24/25/088 Discuss and approve the Complaints Procedure.
 - It was RESOLVED unanimously to approve the Complaints Procedure as circulated with a cross reference to the Standing Orders so that problems with more than one person can be raised by two Councillors calling an Extraordinary Meeting.

24/25/089 To review and identify changes to the Communications Policy issued in March 2024.
 - It was RESOLVED unanimously to defer this to the next meeting along with discussion on social media and website content.

24/25/090 Review and agree the Publication Scheme.
 - It was RESOLVED unanimously to adopt this scheme.

 

GENERAL

24/25/091 Discuss whether the Council would want to act as a distributor of free tree sapling packs from Woodland Trust.
 - It was RESOLVED unanimously to support this action.

24/25/092 Agree an approach to the County Councillor for a walkabout with a focus on Highways issues including highway signage.
 - With the County Councillor coming to the end of his tenure it was RESOLVED that the Clerk is to arrange a meeting with Rowan Smith from County Highways and Alex Maughan (copy in Cllrs) for a walkabout.

24/25/093 Review speed watch report and agree any associated actions.
 - The application for the LRSP has been submitted.
 - Then will be looking for volunteers for Community Speed Watch group.

24/25/094 Agree a response to the Remote Meetings and Proxy Voting Consultation.
 - It was RESOLVED unanimously that individual Councillors respond in their own right once the Clerk has confirmed with the response link.

24/25/095 Discuss and agree related actions to an approach to locate an American memorial alongside an existing RAF memorial on land owned or leased by the Parish Council.
 - It appears that the Parish Council previously paid for paint / trees to rejuvenate the memorial and immediate area.
 - Cllr Hodcroft is to contact the member of the public who used to maintain the existing memorial and immediate area. The Clerk will then follow up any subsequent action.
 - The Clerk will attempt to contact the person who approached the Parish Council initially and ask for a more formal proposal.

24/25/096 Discuss and identify any actions relating to parking and access to the Village Hall.
 - Cllr Hughes presented some background information relating to possible land ownership around the Village Hall together with associated information, to allow the Parish Council to make an informed decision about the next steps, including whether there was any action for the Council to take on the matter.
 - Although initially there appears not to be an immediate responsibility, there could be an inferred responsibility through the Council tending the land in an uninterrupted manner. This would need to be investigated further.
At 9.16pm Cllrs Crowder and Fane left the meeting.

 

FINANCE

24/25/097 To review the Financial Report for the period.
 - It was RESOLVED unanimously to defer this item to the next meeting.

24/25/098 To review and approve the Accounts for Payment.
 - It was RESOLVED unanimously to approve the Accounts for Payment.

24/25/099 Discuss and agree the initial budget for 2025-26 including any associated initiatives planned.

 - It was RESOLVED unanimously to defer this and all subsequent items to the next meeting.
