FULBECK PARISH COUNCIL
NOTES of a Parish Council meeting held on 7th November 2022 in the Village Hall, Fulbeck.
Present: Cllr A Sampson (in the Chair), Cllrs Fane, Greenhalgh, Hodcroft, Hughes, and Watler, and Dist Cllr P Milnes. Cllr Alex Maughan arrived later. There were 7 members of the public present.
A member of the public pointed out that the number of areas locally that have had roadworks during the past 4 months has caused problems for the Craft Centre in that their takings are down. Other businesses have also been affected. There was no advance warning given by Highways. Cllr Maughan discussed the issues with the person concerned.
Cllr Milnes advised that the Local Plan consultation will take place in February/March but the Plan will not be in place until 2026. SK does have a 5 year land supply but gipsy/traveller sites are still an issue – there is a “call for sites”. There are a number of applications for large solar farms being put in. Solar panels are permitted development but best to always get advice from planners beforehand.
62/22 There were no apologies.
63/22 Declarations of interest – Cllr Fane in agenda item 9.
64/22 Minutes of the meeting held on 5th September had been read and agreed, and a resolution was made to sign them.
65/22 Financial:
[a] Financial report at 30.9.22 had been circulated and it was resolved to accept and sign same.
[b] It was resolved to ratify payments of £368 salary and £180 tree felling.
[c] Clerk had asked for any suggested projects for next year, in readiness for preparing the Precept. We may want to plant some wildflowers. A new replacement wooden noticeboard at the side of the Hare and Hounds. Reserve funds for celebrations at the Coronation. Clerk enquired as to the reason for £2000 reserves for donations and £2000 for projects – no councillor had any idea what these were and it was agreed to write them back.
66/22 Planning:
Planning applications received:
S22/1824 – Various trees at Fulbeck House – pending consideration.
S22/1951 – Extension at The Russets – pending consideration. No objections.
Planning applications determined:
S22/1326 – single storey extension at 10 Ash Close – approved.
S22/1544, 1545 and 1546 - – Various works at Pickers Mallow, Scotts Hill – approved.
S22/1684 – tree works at The Russets, Washdyke Lane – allowed.
Notice of Appeal:
S20/2128 – residential items have been removed but utility buildings and hardstanding are proving more difficult. This will be very long and drawn out.
A third quail shed on South Heath Lane is back on – Environmental Health has no objections and Highways have no issues.
The Brandon Shoot application goes to committee on 17th November and there is a possible recommendation for approval.
67/22 Highways:
Deer signage on the A17 has been agreed - siting will be agreed by Highways and Cllr Fane.
The Brant Road fence has been repaired.
The Archer Survey for Rectory Lane has been received and will be sent to us shortly.
Sudthorpe Hill has been cut back on both sides – keep an eye on this to ensure there are no repeat problems.
Verges are cut back by 1.2 metres by highways and farmers cut hedges far too much. A group is getting together to discuss re-wilding and a report will be brought back to the PC in due course.
68/22 Benches – the bench opposite Ashers will be removed by Cllr Hughes. The bench at Northend Green is metal and needs painting. Cllr Watler is checking whether there is a suitable bench at a parishioners property – to replace the Northend Green one, if so then repainting will not be required.
69/22 Village Hall Green – the Fane family has now established that this green is In their ownership and they are in the process of registering the land with HMLR -Cllr Fane to keep us updated. Cllr Hughes made the point that the Parish Council cannot maintain private land.
70/22 Noticeboard at Hare & Hounds – Clerk has put in a LBC application for a replacement wooden noticeboard. Consider an alternative site out of the conservation area where we could buy an aluminium noticeboard which is a lot cheaper. Meanwhile Clerk to get quotes for an oak noticeboard.
71/22 Dog fouling – Clerk to ask SKDC to visit and put up signs in appropriate positions. Clerk to enquire of commercial providers as to the cost for collecting up dog mess and emptying bins. An article to go in the Newsletter reminding people to pick up after their dogs or we will have to employ a company to do it and this will be an added expense on the precept.
72/22 VETS – if 999 are called and it is relevant, they will give a code to get the defibrillator. We will allow the existing list to run until the end of the current year’s subscription. Cllr Watler will look into more up to date systems than VETS.
73/22 – Media – it was reiterated that no Councillor should put anything on Facebook or in the Newsletter without the Parish Council’s consent.
74/22 – Lowfields Memorial – all payments have now been made and we have received the donation from 49 Squadron.
75/22 – Meeting dates – a list of proposed dates was circulated.
76/22 – Appoint Chairman – Cllr Sampson will be resigning at some time before the next meeting and as the Clerk will need to work with someone for the Agenda etc it was felt a temporary Chair (to take us to the May elections) is required. Cllr Sampson proposed Cllr Greenhalgh and this was seconded by Cllr Watler and agreed unanimously – he kindly agreed to take up the position until May. It was decided a Vice is not needed for the two meetings.
77/22 Date of next meeting – 9th January 2023.
78/22 Closed session – not required.
