FULBECK PARISH COUNCIL
MINUTES of the Extraordinary Meeting of Fulbeck Parish Council held at The Village Hall, Fulbeck on Monday 11th April 2022.
Present: Cllr A Sampson (in the Chair), Cllr G Greenhalgh, Cllr J Hodcroft , Cllr P Hughes,, Cllr D Morison, and Cllr A Watler. There were 4 members of the public present.
1. Chairman welcomed all present and explained that the purpose of this meeting was to consider planning applications reference S22/0618 and S22/0688 both of which relate to Manor Farm House, The Green, Fulbeck and retrospective applications for new double glazed windows.
2. Apologies were received from Cllr J Fane (who is the applicant in these planning applications) and Dist Cllr P Milnes.
3. There were no declarations of interest.
Having regard to the Conservation Position Statement and Heritage Impact Statement, it suggests that what has been done will not get permission. Original windows could be made draft proof by the use of secondary glazing but double glazing in mullion windows is not currently acceptable. The property can be seen from the highway though the application says it cannot, so this appears to be misrepresentation. Other properties in the village have had to do “like for like” and without double glazing. A precedent has already been set where no double glazing can be used in Grade II listed buildings.
However, Councillors unanimously agreed that the replacement windows are aesthetically pleasing and in sympathy with the building. Whilst they do not meet current guidance, it is felt that with the need for energy conservation, the guidance needs re-visiting. The Council wants to ensure that a new precedent is not set, should SKDC see fit to let this application succeed. Further, it should be noted that the Council does not condone the applicant carrying out the work prior to getting planning permission.
