FULBECK PARISH COUNCIL

MINUTES of Parish Council meeting held on 7th March 2022 in the Village Hall, Fulbeck.

Present:  Cllr A Sampson (in the Chair), Cllrs Fane, Greenhalgh, Hodcroft, Hughes, Morison and Watler, and Dist Cllr Penny Milnes.  There were 5 members of the public present.

1.   The Chair welcomed all present and introduced Cllr Watler and the new Clerk, Lesley Frances.

2.   The new Councillor signed her Declaration of Acceptance of Office.

3.   The Chair advised that there will be a public forum as normal but that if any of the members of the public wished to speak on an Agenda item, they should raise their hand at that item and she will allow them to speak, at her discretion.

4.   Apology from Cty Cllr A Maughan.

5.   There were no Declarations of Interest.

6.   Public time – there were views made on the 20 mph speed limit that had been requested – the LCC accidents are reckless and one or two residents support the reduction.  It was suggested that a resident with particular difficulties getting out of his property drive, may benefit from one or two mirrors to assist.
The Craft Centre is now open and the Chair thanked Ms Alex Fane for replacing the “No parking on the Village Green” sign, which had gone missing. 

7.   It was unanimously resolved to sign the Minutes of meeting held on 5th January2022

8.   Financial matters:

[a] A bank reconciliation at 28.2.22 and an income/expenditure/budget spreadsheet had been circulated and it was unanimously agreed to approve the same.

[b] A wayleave from Western Power had been received in the sum of £3.45.

[c] It was resolved to approve the following payments:

£162.98 (LALC subscription); £154.50 (Community Cleaner); £337.89 (hours and expenses for temporary clerk); £5.98 (clerk for additional noticeboard key) and up to £2,000 to SKDC for election expenses (invoice not yet received).  After discussion it was resolved that the Parish Council will not join the LALC Annual Training Scheme for the coming year.

[d] It was resolved to ratify the following payments made since the last meeting:

£400 to PCC for grass-cutting; £88.50 to LALC (3 invoices); £629 for a new laptop from Currys; £180 for Clerk’s February salary. Discussion took place as to whether the PC should have an extended warranty for the laptop at a total cost of £180 and it was resolved that this was not required – Clerk to cancel.   

[e] Business Internet Banking is now set up at Virgin Money and it was resolved  that all future payments should be made by BACS where possible.

[f] Application had been made for £300 from the Ward Member Grant Scheme for works at the war memorial and Cllr Penny Milnes said that we should have confirmation of the award shortly.

[g] Clerk explained that she is trying to get the asset list updated, for insurance purposes in particular, and needed valuations for the pump house, village cross, and memorial.  The Chair will speak to a parishioner to assist in this matter.  The Church Warden is to be asked whether the war memorial in the Church grounds is insured by the PCC.

9.   Planning:

Planning applications received:

S22/0186 – Raise existing retaining walls and roof in to form a garden store at Pear Tree Cottage, Washdyke Lane – no objections to this application.

PL/0018/22 – various alterations at New Earth Solutions, Caythorpe Heath Lane – there will be no extra traffic movements and extended hours relate to the site itself. On that basis there are no objections.  

Planning applications determined:

S22/0026 – Remove large beech tree with failed limb at Fulbeck Hall, Lincoln Road. Tree is to be put down on a 5-day notice.

S22/0102 – Pollard lime tree at Dale House, Washdyke Lane

S21/2233 – Notice of Withdrawal of application for Listed Building Consent for the alteration to the existing building at Manor Stables, Lincoln Road.

S21/2255 – Alterations to the existing building to facilitate the conversion of store room to flexible workshop, studio and retail floorspace at Manor Stables, Lincoln Road – approved.

S21/2322 – Remove sweet chestnut to ground level at Dale House, Washdyke Lane.

S21/2361 – Approval of non-material amendment to permission S18/1071 to include the addition of 4 low wattage safety lights surrounding the approved garage in order to illuminate access to the dwelling at Pear Tree Cottage, Washdyke Lane.

Notice of Appeal:

S19/0834 – Note the second appeal hearing is due to take place on 8th March 2022 at the Guildhall, Grantham.  Chair and Cllr Milnes will be attending.

A query was raised as to whether Planning Permission had been sought, or was indeed required, for works at a bungalow on Brant Road – address required and this can then be checked.

10.   Highways:

Cllr Maughan had sent in his comments regarding various matters and these were read out.  Clerk to chase the road signage at the point where the deer are prevalent on the A17.  Cllrs Fane and Morison are meeting with Cllr Maughan and Rowan Smith on 15th March at 9 am to walk around the village.  Clerk will speak to the LRSP to see if an Archer Survey can be carried out at Rectory Lane with a view to a speed reduction to 20 mph.

11.   Tree works – Simpsons will be carrying out the final works, with Western Power in attendance, on 1st April.

12.   Bench on High Street Green – the seat for this position has been donated but a concrete plinth will be required.  Leave this matter for the time being until the donor advises the seat is ready.

Existing benches need to be checked for safety.

13.   New swings for play area – the ROSPA report recommended repair of the YoYo swing – Wicksteed has quoted £1360.54 for all parts required and it was unanimously agreed that these should be ordered – Cllr Hughes will arrange.

14.   E-mail policy – this was discussed at length and eventually it was resolved to accept.

15.   Code of Conduct – it was felt that there should be an Obligation 6 which states that all incoming and outgoing correspondence should go through the clerk.  This needs to be compared with the Communications Policy.  Agenda for next meeting.

16.   Social Media – after much discussion it was agreed that the Parish Council Facebook page will be deleted and that no matters whatsoever concerning the Parish Council should go on the Village Facebook page.

17.   Queens Platinum Jubilee – Cllr Hodcroft updated the Council on this matter.  She will be seeking some funding help from the SKDC Community Fund when the QPJ Committee agrees specifically what the funding will be used for.  

18.   Gigabit Voucher Scheme – Cllr Maughan is in touch with the resident concerned with this matter and will report back in due course.

19.   Sandbags – SKDC state that sandbags cannot be provided to individuals.

20.   Correspondence – Clerks and Councils Direct given to Cllr Watler.  Clerk asked to put Footpath 4 and the permissive footpath near the railway, on the May Agenda.

21.   Date of next meeting – this will be the Annual Parish Meeting, the Annual Meeting of the Parish Council and a regular meeting – 16th May at 7 pm.
