FULBECK PARISH COUNCIL

NOTES of a Parish Council meeting held on 16th May  2022 in the Village Hall, Fulbeck.

Present:  Cllr A Sampson (in the Chair), Cllrs Fane, Greenhalgh, Hughes, Morison and Watler, and Dist Cllr Penny Milnes.  There were 8 members of the public present.

In the interest of transparency the Chair first informed those present that she would be moving away from the area at some time in the not too distant future but was happy to continue as Chair, should councillors so wish, until such time as she moves away.

01/22    It was proposed by Cllr Greenhalgh and seconded by Cllr Watler that Cllr Sampson be appointed as Chair – all agreed and she accepted and signed her Declaration of Acceptance of Office.

02/22    It was proposed by Cllr Watler and seconded by Cllr Greenhalgh that Cllr Morison be appointed as Vice Chair – all agreed and he accepted and sign his Declaration of Acceptance of Office.

03/22    It was agreed that Cllr Morison continue as the Parish Council’s representative on the Village Hall and Playing Field Committee.

04/22    Cllr Hodcroft and Cty Cllr Maughan had given their apologies.

05/22    Cllr Fane declared an interest in item 9 of the agenda (planning reference S22/0618 and 0688) and in item 11 of the Agenda (railway footpath).

06/22    Dist Cllr Milnes reported that the planning application for the car park at the Craft Centre has been approved.  The South Heath Lane application S21/1974 is likely to go to Committee in June.  The Bulby Lane site still has vans and sheds there – the Enforcement Officer has visited and legal advice is now being sought as to the next step forward.

With regard to the Best Kept Village, every village is automatically entered and judging takes place in July.  

Residents have kindly offered to accommodate Ukrainian refugees and some have already arrived.

The Margaret Thatcher statue is now up at St Peters Hill – it was paid for by donations.  

In connection with levelling up, SK has received £4,000,000 from the Shared Prosperity Fund and this has to be spent locally, over 3 years.

Cllr Maughan had sent a report that had been circulated.

07/22    Minutes of the meetings held on 7th March and 11th April 2022 had been circulated and read, and it was resolved to accept and sign them as a true record.

08/22    Financial:

[a] Financial reports at 31.3.22 and 30.4.22 had been circulated and it was resolved to accept and sign them both.

[b] Receipts of the precept at £9,774 and Ward Member Grant of £300 were noted.

[c] It was resolved to approve payments of £214.20 for salaries, £1200 to Simpsons for tree works and £148 to BDG Mowing for grass-cutting.

[d] It was resolved to ratify payments of £666.47 for March and April salaries and expenses, £1,873.19 for SKDC for election costs, and £180 to LALC for website maintenance for one year.

[e] It was resolved to accept the insurance quote from Gallaghers for £576.78.  This was a lot higher than last year due to the updated asset list.  Alternative quotes will need to be sought next year.

[f] The Internal Auditor had signed off the audit papers and it was resolved to sign      the AGAR Certificate of Exemption.

[g] It was resolved to sign the AGAR Annual Governance Statement.

[h] It was resolved to sign the AGAR Accounting Statement.

09/22    Planning:

Planning applications received:

S21/1974 – affordable homes at South Heath Lane – pending consideration.

S22/0590 – Condition variations to car park at Manor Stables – approved.

S22/0618 and 0688 – Retrospective application for replacement windows at Manor Farm House – pending consideration [refused].

Planning applications determined:

S22/0151 – Vehicle access and landscaping at land on Brant Road – approved.

S22/0186 – Garden store at Pear Tree Cottage, Washdyke Lane – approved.

S22/0457 – Wooden shed at Troson House, Lincoln Road  – approved.

Notice of Appeal:

S19/0834 – Appeal overturned.  Hardstandings cleared but await clearance of van and buildings (see Minutes 06/22).

10/22    Highways:

Update on 20 mph limit through village – awaiting outcome of meeting at end of May.

No signage on A17 about presence of deer as yet.

Condition of Brant Road has been forwarded to Cllr Maughan for any action – passing places are needed on this road.

It was considered a grit bin at the bus stop is not necessary.  The bag of salt that is there for the parishioners to use is being emptied and put into the grit bins in the village.

11/22    Footpath 4 - this footpath passes through Pottergate Farm Yard and goes on to cross the A17 and beyond.  The farmyard has large machinery moving around and this footpath passing through the yard is very dangerous to pedestrians using the path.  Ideally it needs re-routing.

Railway footpath – this is a permissive footpath owned by Cllr Fane.  A recent sign shows clearly that it is a permissive footpath and not a public footpath – it was registered as such in 2013 and will close for 24 hours on 10th February in each year.  Gates are about to be installed in an attempt to make the farmer’s access easier.  

12/22    Trees – the works agreed as a result of the tree survey, have now been completed.

Cllr Watler gave a report on the ash tree on High Street Green.  The recommendations are to move the three big trunks and suckers to save the ornamental tree.  A quote for £175 has been received for this work.  It also has woolly aphid.  After much discussion a proposal was made to remove the tree in its entirety this was seconded and it was unanimously agreed that the tree be removed.  Clerk to apply to SK for permission.

13/22    Benches – the bench near the Church Green has been removed and scrapped.  Cllrs Sampson and Morison will inspect the bench opposite Ashers, near the bus stop.  SKDC owns the bench outside the old peoples bungalows and Clerk to contact SKDC for an inspection as to its safety. 

14/22    New swing – Cllr Hughes is checking that the original quote still stands.  Delivery charge is excessive so he is also looking into alternatives.    Likely to be installed in June/July.

15/22    The Village Green – the recent advertising flag that has been erected is likely to need planning permission as it is within the conservation area.  Cllr Milnes said this is regulatory.  Cllr Greenhalgh advised that consent had been give some years ago for the original A-board that was on the Green.  Discussion took place and it was agreed that the owner of the Craft Centre may re-install the original A-board on the Green, so long as planning were happy.  Clerk advised that it may be it will just need to be taken in each night and that the owner could check this with SK.

A request had been made for a bird feeder on the Green as the BKV judges like to see bird feeders.  After discussion it was agreed that any bird feeder should be near hedging and that the Green was not the right place for one.  An alternative site will be sought.

16/22    E-mails – Clerk read out the reasoning for Councillors to have individual email addresses for Council business and it was agreed that the remaining councillors will get new addresses for said purpose.  

17/22    Code of Conduct – resolved to approve the updated policy.

18/22    Queen’s Platinum Jubilee – Everything to do with the QPJ will take place on the Church green.  The Hare and Hounds will be hosting a barbecue on Saturday 4th June at 4 pm.  The QPJ committee is meeting this week and will send out a flier to each property in the village which will show the programme of events for the Jubilee weekend.  It is hoped to put Elizabeth roses in each corner of the cross, or in the churchyard itself.  An oak tree is available and will be planted on the sports field around Christmas time.  Letter of thanks to go to Gill Elton and Jane Hodcroft as co-ordinators of this event.

19/22    Gigabit Voucher Scheme – check with Cllr Maughan for any update.

20/22    Correspondence – there was none.

21/22    Date of next meeting – 4th July 2022.

22/22    Closed session – not required.
