FULBECK PARISH COUNCIL

MINUTES of a Parish Council meeting held on 5th September 2022 in the Village Hall, Fulbeck.

Present:  Cllr A Sampson (in the Chair), Cllrs Fane, Greenhalgh, Hodcroft, Hughes, Morison and Watler, and Dist Cllr P Milnes.   Cllr Alex Maughan arrived later.  There were 3 members of the public present.

A member of the public asked whether any of our grass areas could be left uncut to encourage wildlife.  It was felt this was not feasible in the playing field as there are a lot of sports activities.  Verges are cut by Highways but they only have to cut 1 metre in. Agenda for next meeting.  An enforcement notice has been issued (ENF22/0199) but we have not received a copy – Clerk to ask for one from SKDC.

42/22    There were no apologies.

43/22    No declarations of interest were made.

44/22  Cllr Milnes advised that the planning application regarding the clay pigeon shooting extension days at Stubton is still ongoing.    There are lots of applications for solar farms – bigger applications have to go to the Secretary of State.  There is a big debate between food security and energy security.  With regard to devolution, it is not clear how plans will affect SKDC.  Fly-tipping on private land is not SKDC responsibility – the system needs changing as it is unrealistic to expect private individuals to pay the cost of clearing fly-tipping from private land.

45/22    Minutes of the meeting held on 4th July had been read and agreed, and a resolution was made to sign them.

46/22    Financial:

[a] Financial reports at 31.7.22 and 31.8.22 had been circulated and it was resolved to accept and sign them both.

[b] It was resolved to ratify payments of £360 salary; £320 BDG mowing; £438 CHT; £134.40 hedging for memorial; £110 deposit for memorial clean up and litter picking £164.72.

[c] It was resolved to pay £148 to the BDG for mowing.

47/22    Planning:

Planning applications received:

S22/1326 – single storey extension at 10 Ash Close – goes to committee on 8.9.22 and approval is recommended.

S22/1544 and 1545 – Various works at Pickers Mallow, Scotts Hill – pending  consideration.

S22/1684 – tree works at The Russets, Washdyke Lane – pending consideration.

Planning applications determined:

S22/1012 – Erection of a single storey front extension at Pear Tree Cottage, Washdyke Lane – approved.

S22/1041 – Felling tree at North View, High Street – allowed.

S22/1167 – Various tree works at The Russets, Washdyke Lane – allowed.

S22/1399 – Further tree works at The Russets – allowed.

S22/1467 – Tree works at Pickers Mallow, Scotts Hill – allowed.

S22/1546 – tree works at Pickers Mallow – allowed.

Notice of Appeal:

S19/0834 – Cllr Milnes advised that an officer has visited the site and there are still buildings to be taken down.  The owner is being chased again.

48/22    Highways:

The bridge closure on the A607 has been very frustrating.  The impact of inflation impacts on highways work and they are considering how best to approach this with suppliers – the likely outcome is to amend the contract price list for smaller suppliers which will cost LCC in the region of £1,000,000.

Deer signage on the A17 has been agreed but no indication of when it will be installed.

HGV signage has been installed.  We must report the condition of the Brant Road on Fix My Street with photos.  Clerk to find the report for broken fencing (about 2 years ago).  The Archer Survey for Rectory Lane has been requested and the outcome is awaited.  The revised LCC policies will not be out until next year after the Scrutiny Committee has issued their findings.

49/22    Trees – Malus has been removed. Resolved (6:1)  to pay Simpsons £180.

50/22    Benches – the bench opposite Ashers has some feet that have rotted away and is potentially unsafe.  Resolved that Cllr Hughes will remove it and dispose of it.  The bench at Northend Green is metal and needs painting.

51/22    New swing – this has now been fitted.  Clerk to chase inspection report.

52/22    The Village Greens –  Northend Green and Church Green are registered as village greens with High Street Green having Commons Registration.  The Green at the Village Hall is not registered with either designation.  It is unknown as to who owns the green at the Village Hall and there is some conjecture that Ms Fane may own it.  Clerk to write to AF accordingly.   No action to be taken at Land Registry.

53/22 Noticeboard at Hare & Hounds – it is in a state of disrepair.  Clerk to enquire as to Conservation Area consent for a replacement noticeboard of either aluminium or wood.  Also to check with Hare & Hounds that they have no objection to a replacement.

54/22 Dog fouling – agreed that we should obtain Notices from SKDC.  Cllr Morison to recommend sites for approval and then Clerk to advise Cllr Milnes who will arrange for SKDC to put Notices up.

55/22 Vexatious Complaints Policy – resolved 6:1 to adopt this policy.

56/22 VETS – the Chair explained how the VETS system works and that about 50% of names on the contacts list are no longer in the village – all numbers are landlines and most people now have mobiles.  It was agreed that the Chair will get the list updated but it was resolved not to renew the VETS next year.

57/22 Newsletter – resolved that the Clerk will do a precis of the Minutes for the Newsletter.

58/22    Gigabit Voucher Scheme – Nothing has transpired for this Scheme and it will no longer be on the agenda.

59/22    Correspondence – Fulbeck Lowfields Memorial – the Secretary of 49 Squadron has agreed to bear the cost of the painting of the crest.  This is much appreciated and the PC thanks her for this kind offer.

Clerk reminded the Councillors of a request by a resident to have a meeting regarding a future planning application.  Cllr Milnes advised that the Housing Register gives the local need and that the proposed site is an edge of settlement site (SP4). After much discussion it was agreed that the resident should seek pre-planning advice from SKDC and once a plan was agreed, come to the PC with the proposals and consider calling a public meeting.

Funds from the Jubilee will buy 2 roses for either side of the Church monument and pay £134 to Trade Aid.
