FULBECK PARISH COUNCIL

Members of Fulbeck Parish Council are hereby summoned to attend a meeting of the Parish Council on Monday 7th November 2022 at 7.30 pm in the Committee Room at the Village Hall.

There will be a 15 minute public forum between 7.30 pm and 7.45 pm when members of the public may ask questions or make short statements to the Council, and your attendance is requested during this period.

If any member of the public wishes to raise an issue on any agenda item during the meeting, then they should raise their hand and the Chair may, at her discretion, allow them to speak.


A G E N D A

1.   Apologies for absence.

2.   Any declarations of interest in accordance with the requirements of the Localism act 2011 and consideration of any dispensation requests.

3.   County and District Councillor reports.

4.   Resolution to approve and sign the Minutes of the meeting held on 5th September 2022.

5.   Financial matters:

[a] Financial report at 30.9.22. (previously circulated).

[b] Resolution to ratify payments of: £368 salary and expenses; £180 tree felling.

[c] Any ideas/projects for next year (for precept purposes); Consider the precept figures proposed by Clerk.

6.   Planning:

Planning applications received:

S22/1824 – Various tree works at Fulbeck House – pending consideration.

S22/1951 – Extension etc at The Russets, Washdyke Lane – pending consideration – any comments.
   
Planning applications determined:

S22/1326 – single storey extension at 10 Ash Close – approved.

S22/1544,1545,1546 – Various works at Pickers Mallow, Scotts Hill – approved.

S22/1684 – Tree works at The Russets, Washdyke Lane – allowed.    

Notice of Appeal:    S19/0834 – any update on removal of remaining items on site (Cllr Milnes)

7.    Highways: (Cty Cllr A Maughan)

Update on signage on A17 re presence of deer (Cllr A Maughan).

Condition of Brant Road (Cllr A Maughan).

Archer survey request for Rectory Lane (Cllr A Maughan).

Sudthorpe Hill – LCC and one landowner have cut back – response from second landowner awaited.

Cutting of verges and hedges (Cllr Fane).

8.   Benches – update on painting of bench at Northend Green and removal of bench opposite Ashers.

9.   Village Hall  Green –  the Fane family own this Green.  Resolution as to way forward.

10.   Noticeboard at Hare & Hounds -  discussion and resolution for replacement.  Conservation Officer says this must be a wooden noticeboard plus we need to apply for Listed Building Consent from the planners – this has been done.

11.   Dog fouling –resolution for sites for dog fouling notices from SKDC for areas around village and resolution regarding purchase of litter bins.

12.   VETS – updated list (Cllr Sampson).

13.   Facebook & Newsletter – re-affirm Parish Council’s decisions on media posts.

14.    Lowfields Memorial -  all payments made and we have received donation from 49 Squadron Association.

15.    Correspondence for circulation – meeting dates next year.

16.    Appoint Chairman for period till May 2023.

17.    Date of next meeting :  9th January 2023.  (Precept setting).

18.   Resolution to go into closed session if required:  this will be necessary if there are matters which if publicly disclosed might reasonably prejudice the effective discharge of this Council’s functions and/or be confidential in nature including complaints against the Council or a code of conduct complaint.
