FULBECK PARISH COUNCIL
Members of Fulbeck Parish Council are hereby summoned to attend a meeting of the Parish Council on Monday 16th May 2022 at approximately 7.30 pm in the Village Hall.
There will be no public forum as we will have just had the Annual Parish Meeting which gives the public their opportunity to raise any issues. If any member of the public wishes to raise an issue on any agenda item here, then they should raise their hand and the Chair may, at her discretion, allow them to speak.

1. Nominations for appointment of a Chairperson and signature of Acceptance of Office.
2. Nominations for appointment of a Vice Chairperson and signature of Acceptance of Office.
3. Appointment of Village Hall and Playing Field representative.
4. Apologies for absence.
5. Any declarations of interest in accordance with the requirements of the Localism act 2011 and consideration of any dispensation requests.
6. County and District Councillor reports.
7. Resolution to approve and sign the Minutes of the meetings held on 7th March 2022 and 11th April 2022.
8. Financial matters:
[a] Financial reports at 31.3.22 and 30.4.22 (previously circulated).
[b] To note receipt of Precept £9,774 and £300 Ward Member Grant.
[c] Resolution to approve the following payments to be made: Salaries: £214.20; Simpson Arboriculture (tree works) £1200.; BDG Mowing Contractors £148.
[d] Resolution to ratify payments of:
£666.47 for March and April salaries and expenses; £1,873.19 SKDC election costs; £180 LALC for website maintenance for one year.
[e] Resolution to renew insurance through Gallaghers, having updated our asset list.
[f] Resolution to sign the AGAR Certificate of Exemption.
[g] Resolution to sign the AGAR Annual Governance Statement.
[h] Resolution to sign the AGAR Accounting Statement
9. Planning:
Planning applications received:
S22/0590 – Condition variations to car park at Manor Stables – pending consideration.
S22/0618 and 0688 – Retrospective application for replacement windows at Manor Farm House – pending consideration.
Planning applications determined:
S22/0151 – Vehicle access and landscaping at land on Brant Road – approved.
S22/0186 – Garden store at Pear Tree Cottage, Washdyke Lane – approved.
S22/0457 – Wooden shed at Troson House, Lincoln Road – approved.
Notice of Appeal:
S19/0834 – Appeal overturned. Hardstandings cleared but await clearance of van and buildings.
10. Highways: (Cty Cllr A Maughan)
Update on 20 mph speed limits and various signage.
Update on signage on A17 re presence of deer.
Condition of Brant Road (Cllr Hodcroft)
Request for grit bin at bus stop near village car park – resolution required.
11. Footpath 4 and Railway Footpath
12. Trees – works per tree survey all now finalised.
Update on ash tree on High Street green (Cllr Watler).
13. Benches – update on check for safety.
14. New swings for play area: update by Cllr Hughes.
15. The Green – Advertising flag -resolution on any action required.
Bird feeder – discuss request, and then resolution.
16. E-mail policy:
Cllrs Greenhalgh, Fane and Hughes need to update their email addresses from personal ones to Council ones.
17. Code of Conduct:
Resolution to adopt updated Code of Conduct – no additional Obligation 6 required as this is covered by our Communications Policy.
18. Queens Platinum Jubilee:
Update by Cllr Hodcroft.
19. Gigabit Voucher Scheme: (Cty Cllr A Maughan)
Update by County Councillor.
20. Correspondence for circulation – there is none.
21. Date of next meeting : 4th July 2022.
22. Resolution to go into closed session if required: this will be necessary if there are matters which if publicly disclosed might reasonably prejudice the effective discharge of this Council’s functions and/or be confidential in nature including complaints against the Council or a code of conduct complaint.
