FULBECK PARISH COUNCIL

Members of Fulbeck Parish Council are hereby summoned to attend a meeting of the Parish Council on Monday 7th March 2022 at 7.30 pm in the Village Hall.

There will be a 15 minute public forum between 7.35 pm and 7.50 pm when members of the public may ask questions or make short statements to the Council, and your attendance is requested during this period.


A G E N D A

1.   Chairperson’s welcome remarks and introduction of new Councillor and new Clerk.

2.   Signing of Declaration of Acceptance of Office - new Councillor.

3.   Information regarding questions from the floor during a meeting followed by public question time.

4.   Apologies for absence.

5.   Any declarations of interest in accordance with the requirements of the Localism act 2011 and consideration of any dispensation requests.

6.   Resolution to approve and sign the Minutes of the meeting held on Wednesday 5th January 2022 (previously circulated).

7.   Financial matters:

[a] Financial report (previously circulated).

[b] To note receipt for Wayleave from Western Power £3.45.

[c] Resolution to approve the following payments to be made:

£162.98 (LALC subscription); £114 (£95 + VAT)  LALC Annual Training Scheme;
£154.50 – community cleaner (IM); £337.89 – hours and expenses for temporary clerk; £5.98- L Frances - reimburse clerk for noticeboard key; up to £2000 to SKDC for election costs.

[d] Resolution to ratify payments of:

£400 to PCC towards grass-cutting;  £88.50 to LALC (3 invoices);
£629 (£524.16 + VAT) for new laptop from Currys and resolution as to 3-year service agreement (by monthly direct debit 10 x £17) or one-off payment of £170.;
£180 for Clerk’s February salary.

[e] BIB now set up at Virgin Money.   Resolution to pay all future payments by BACs.

[f] Ward Member Grant Scheme application update.

[g] Valuing of pump house, the monument, and the village cross for insurance purposes.

8.   Planning:

Planning applications received:

S22/0186 – Raise existing retaining walls and roof in to form a garden store at Pear Tree Cottage, Washdyke Lane

PL/0018/22 – various alterations at New Earth Solutions, Caythorpe Heath Lane – any comments?

Planning applications determined:

S22/0026 – Remove large beech tree with failed limb at Fulbeck Hall, Lincoln Road. Tree is to be put down on a 5-day notice.

S22/0102 – Pollard lime tree at Dale House, Washdyke Lane

S21/2233 – Notice of Withdrawal of application for Listed Building Consent for the alteration to the existing building at Manor Stables, Lincoln Road.

S21/2255 – Alterations to the existing building to facilitate the conversion of store room to flexible workshop, studio and retail floorspace at Manor Stables, Lincoln Road – approved.

S21/2322 – Remove sweet chestnut to ground level at Dale House, Washdyke Lane.

S21/2361 – Approval of non-material amendment to permission S18/1071 to include the addition of 4 low wattage safety lights surrounding the approved garage in order to illuminate access to the dwelling at Pear Tree Cottage, Washdyke Lane.

Notice of Appeal:

S19/0834 – Note the second appeal hearing is due to take place on 8th March 2022 at the Guildhall, Grantham.

9.   Highways: (Cty Cllr A Maughan)

Report received as Alex not attending

Update on 20 mph speed limits and various signage.

Update on signage on A17 re presence of deer.

10.   Tree works – Simpsons will be carrying out final works on 1st April.

11.   High Street commemorative seat on the Green – resolution as to contribution/donation to cost of seat.

12.   New swings for play area: discussion and resolution to purchase new swings                   (Cllr Hughes)

13.   E-mail policy:

Resolution to adopt E-mail Policy (previously circulated).

14.   Code of Conduct:

Resolution to adopt updated Code of Conduct (previously circulated).

15.   Social Media:

Resolution as to whether to continue with Fulbeck Parish Council Facebook page.

Resolution to agree what Parish Council information may go on the Fulbeck Village Group Facebook page – (Minutes, Agendas, Meeting dates, Planning applications?)

16.   Queens Platinum Jubilee:

Discussion and resolution as to any part the Parish Council may wish to play in village celebrations.  Resolution as to amount of any funding.

17.    Gigabit Voucher Scheme: (Cty Cllr A Maughan)

Update by County Councillor.

18.    Update by Clerk on availability of sandbags:

SKDC are unable to provide sandbags to individuals.

19.    Correspondence for circulation.

20.    Date of next meeting :  Finalise -4th May or 16th May - Annual Parish Meeting, Annual Meeting of the Parish Council and Regular Meeting.
