FULBECK PARISH COUNCIL

Members of Fulbeck Parish Council are hereby summoned to attend a meeting of the Parish Council on Monday 5th September 2022 at 7.30 pm in the Village Hall.

There will be a 15 minute public forum between 7.30 pm and 7.45 pm when members of the public may ask questions or make short statements to the Council, and your attendance is requested during this period.

If any member of the public wishes to raise an issue on any agenda item during the meeting, then they should raise their hand and the Chair may, at her discretion, allow them to speak.

1.   Apologies for absence.

2.   Any declarations of interest in accordance with the requirements of the Localism act 2011 and consideration of any dispensation requests.

3.   County and District Councillor reports.

4.   Resolution to approve and sign the Minutes of the meeting held on 4th July 2022.

5.   Financial matters:

[a] Financial reports at 31.7.22 and 31.8.22. (previously circulated).

[b] Resolution to ratify payments of:  £360 Salary ; £320 BDG mowing; £438 CHT; £134.40 hedging for memorial; £110 deposit for memorial clean up; litter picking £164.72.

6.   Planning:

Planning applications received:

S22/1326 – single storey extension at 10 Ash Close – pending consideration.

S22/1544,1545,1546 – Various works at Pickers Mallow, Scotts Hill – pending consideration.

S22/1684 – Tree works at The Russets, Washdyke Lane – pending consideration.    

Planning applications determined:

S22/1012 – Erection of a single storey front extension at Pear Tree Cottage, Washdyke Lane – approved.

S22/1041 – Felling tree at North View, High Street – allowed.

S22/1167 – Various tree works at The Russets, Washdyke Lane – allowed.

S22/1399 – Further tree works at The Russets – allowed.

S22/1467 – Tree works at Pickers Mallow, Scotts Hill – allowed.

Notice of Appeal:

S19/0834 – any update on removal of remaining items on site (Cllr Milnes)

7.    Highways: (Cty Cllr A Maughan)

Update on 20 mph speed limits and various signage (Cllr A Maughan).

Update on signage on A17 re presence of deer (Cllr A Maughan).

Condition of Brant Road (Cllr A Maughan).

Archer survey request for Rectory Lane (Cllr A Maughan).

8.   Trees – Malus has been felled – invoice for £150 + VAT received – resolution to pay.

9.   Benches – update on painting of bench at Northend Green and opposite Ashers.

10.   New swing for play area:  Now in place.  

11.   Village Greens –  North End Green and Church Green are registered as village greens with High Street Green having Commons Registration.  Neither SKDC nor LCC own any of our four “greens”.  Resolution regarding way forward with Land Registry.

Discussion re ownership of Village Hall Green and resolution as to way forward.

12.   Noticeboard at Hare & Hounds -  discussion and resolution for replacement.

13.   Dog fouling – discussion and resolution for obtaining dog fouling notices from SKDC for areas around village.

14.   Vexatious Complaints Policy – already circulated.  Resolution to adopt.

15.   VETS – discussion and resolution (Cllr Sampson).

16.   Newsletter: discussion and resolution that Clerk will do a precis of the Minutes for the Newsletter.

17.    Gigabit Voucher Scheme: (Cty Cllr A Maughan)

Update by County Councillor.

18.    Correspondence for circulation – there is none.

19.    Date of next meeting :  7th November 2022.

20.   Resolution to go into closed session if required:  this will be necessary if there are matters which if publicly disclosed might reasonably prejudice the effective discharge of this Council’s functions and/or be confidential in nature including complaints against the Council or a code of conduct complaint.
