Welcome and open the Council meeting. - The meeting commenced at 7.00pm. - Present: Councillors Nick Harrison, Jane Hodcroft, Peter Hughes, June Hutchinson (Chair), Rosie Siddans, Gill Thornton; Dermot Daly (Clerk); County Cllr Ken Bamford; District Cllr Penny Milnes; Nine members of the public. - The Chair thanked members of the public for attending.

Identify candidates and approve co-option to the one Casual Vacancy Councillor position and where appropriate complete necessary forms. - There was no interest voiced at the meeting.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes). - The Standing Orders were suspended. - A general question was asked as to whether there had been any complaints made about the bin collections, as bins appeared to have been missed from the collection. It had been reported to the District Council. Any recurring issues should be escalated to our District Councillor, Penny Milnes – need to report full details via an email to penny.milnes@southkesteven.gov.uk . - It was raised that there will be a problem with parking on item 111 (i) below. - For item 120 below: there was some feedback and concerns regarding litter picking volunteering. Also concerns if Council is to pay for a service when a volunteer is already litter picking. The District Council (SKDC) provide a grant for community cleaning; SKDC would need to know whether the Parish Council do not require the grant any more. - A query was raised about the village welcome pack; there was a newcomer to the village who praised the welcome pack. There was some debate about whether the Parish Council was seen to underwrite the pack without pre-approval.

Receive County and District Councillor reports and reinstate Standing Orders.
i)
District Council report. - Latest position for the Local Government Review (LGR) is to be submitted tomorrow with Rutland not being part of the submission. Central government will make a decision by the summer of 2026 for the implementation by the elections in 2027. - Fulbeck Heights Appeal awaiting decision. - Increasing number of Homes for Multiple Occupancy (HMO) are becoming a potential issue. Possible concerns regarding asylum seekers driving this trend.
ii)
County Council report. - He has now conducted a number of village walks across his patch, which has been very productive. Seeing and discussing local issues first hand with the Parish and Lincs County Council (LCC) officers is definitely the way ahead and is helping to get things done, so these will continue. - He is continuing to work with LCC to try and progress ongoing broader issues such as speeding, parking and flooding, which are recurring themes across Hough. If anyone has ideas or proposals for how to tackle these issues please let him know. By now you should be seeing how he is working, nothing is off the table, so let’s be bold and get creative. - He is also looking at ways to try to encourage more young people to get involved in voluntary community activities and local government, as Parish, District or indeed County councillors. Again, any ideas you have to support this would be welcomed. - He has access to a small amount of funding and resourcing support for local projects that benefit the community. So any ideas, let him know and he will see if he can help. - Gonerby Moor Development: A meeting took place recently with County and Parish Councillors and a developer to talk through a proposal. It was very productive meeting and all involved have agreed to maintain an open dialogue. The position of local LCC councillors in the impacted area is one of unity and collaboration, to ensure early engagement and any approved development works in the interests of local residents and the community. - All new issues that are proposed for LCC intervention should be logged in the PC meeting minutes and shared with Cllr Bamford. They will then be updated in this report at the next meeting. - "Thank you for your selfless service and continued vigilance in our community, we need everyone’s eyes and ears to help ensure our area remains a safe and well cared for place to live." - The number of complaints has reduced following the resurfacing around the village. A village walk with the County Councillor was offered to the Parish Councillors – dates to be provided. This will not be restricted to Highways issues, e.g. speeding, flooding, parking, etc. - The Standing Orders were reinstated.

Approve the circulated Minutes for the Parish Council meeting held on 27th October 2025. - It was RESOLVED unanimously to approve the new minutes as circulated.
PLANNING

Discuss and agree response to any last minute planning applications and provide any updates on planning decisions. - S25/1468 Brandon Wood Clay Pigeon Shoot for 106 days pa - the planning committee has been deferred until 22/1/2026.
i)
S25/2117 - The Old Reading Room, High Street, Fulbeck, NG32 3JT - Existing double garage conversion into a new bedroom, en suite and store and creation of mezzanine level. Construction of new timber framed garden room extended onto the rear of the existing double garage. [Deadline: 03/12/2025] - No objections. Not seen as any impact on parking as it has own drive.
ii)
S25/1876 - Troston House , Lincoln Road, Fulbeck, NG32 3JN - Section 211 notice to remove Sycamore tree. [Approved] - Decision noted.
iii)
S25/1962 - 15 - 16 Washdyke Lane, Fulbeck, NG32 3LB - Section 211 notice to remove 1 ash, 1 conifer, 1 cherry plum. [Approved] - Decision noted.
FINANCE

Review the Financial Report for the period. - The financial report was presented by the Clerk and it was unanimously accepted. - There was a question raised regarding whether any exceptionals are expected prior to the year-end.

Review and approve the Accounts for Payment. - It was RESOLVED unanimously to approve the payments as circulated.

Discuss and agree draft budget for 2026-27. - The initial draft budget for 2026/27 was presented by the Clerk and it was noted by the Councillors who will feed into the process prior to the next meeting - at which stage the associated Precept will be agreed. If there is any potential contentious discussion then an interim discussion can be arranged. - ACTION: Clerk to check the cost of a District Council tree survey.

Decide whether to make a donation to LIVES (Lincolnshire Integrated Voluntary Emergency Services). - It was unanimously RESOLVED to donate £100 toward the organisation.
GENERAL

Discuss and agree related actions regarding verge and street parking issues. - Several complaints have been received from residents about parking during the recent Artisan Markets. - LCC Highways were approached regarding the issue – it was passed on to the Events Team – they have offered to attend and to assess, and, where necessary, advise on management and improvement – they were concerned about the risks of verge parking on the A607. - Impact on the verge planting during the October event, with removal of barrier tape. There were no such problems at the November event. - The market is supported by the community and the Parish Council so a safer way of parking would be a benefit. - It was unanimously RESOLVED to encourage LCC Events Team advisory discussion with organisers. - ACTION: Clerk to advise Councillors about carrying out such tasks as donning Hi-Viz and advising people parking for events – need to ensure that risk assessment is carried out and agreed by the Council for insurance purposes.

Discuss and agree any actions relating to the annual play-park inspection including replacement of some swing seats. - The safety report did not raise any significant concerns. It is expected to replace some equipment that is reaching the end of serviceable life. Costings will come to a later meeting in the Spring – with indicative costs for next meeting for budgetary purposes.

Discuss and agree whether to take advantage of offer for funding for fruit trees from South Kesteven District Council. - There was some discussion as to where these trees could be located and who would maintain the trees. It was suggested that an approach be made to the VH & PF committee. - Further investigation is required into possible locations.

Update on lease for memorial grounds at Fulbeck Airfield and agree related actions. - The lease on the memorial area on the entrance to the old airfield expires March 2026. The land was sold to a farmer who now controls the lease. - There was a suggestion that the current lease is extended a further 20 years, thus reducing the legal costs. The lease to be at a cost of £1 per year (if demanded). - It was unanimously RESOLVED that Cllr Peter Hughes draw up the extension or replacement to the lease, through the Clerk.

Discuss and agree provision of a litter picking service for Fulbeck Village. - A volunteer is currently doing litter picking; suggested to defer discussion until the January meeting; the Council should formalise the litter-picking volunteering process, to include some payment; needs to be on a more formal basis – e.g. what happens if they stop doing the task or do not want to cover areas required by the Parish Council; possibility of designating centre of the village from the extremities. - What areas need to be covered? How much would be the budget? - It was unanimously RESOLVED to bring a report to the January meeting and have a discussion with the current volunteer for input.

Provide an update on the Community Speed Watch and identify related actions. - We are registered members of the Speed Watch; volunteer members to be identified (including email address); training will be provided in person or remotely; maximum of four locations for the camera to be operated – which need to be assessed; estimated set up costs are £600 for camera, signage, PPE, and incidentals. - Cllr Nick Harrison reported that we are to identify camera sites initially; carry out training; then make decision on purchasing the relevant equipment. - A poster is required for the noticeboard. - It was RESOLVED to support this initiative.

Clerk's report. - Circulated survey on Housing Related Support. - Defibrillator at Byards Leap: Whilst Cranwell PC say they do not propose to remove or re-site the defibrillator, they have asked that, as it serves Fulbeck Parish as well as Cranwell, would Fulbeck PC contribute 50% of the costs of maintaining it? - respond to ask for costs expected. - Old emails accounts have been suspended and a new email account set up for Cllr Gill Thornton. - Unity Trust bank charges are increasing by £1 per month from February 2026. - Identified a possible guest speaker on local footpaths for the Annual Parish Meeting next year. - Are there any arrangements for commemorating the following?...* Covid 19 Day of Reflection – 8th March 2026* 100 years of Queen Elizabeth II - 21st April - Your thoughts on Lincolnshire County Council - County Views winter 2025 - survey closes 26/1/26 - There is to be a discussion with the District Council on the S106 process. - Dates for village walk with County Councillor.

Agree a forward plan of meetings. - It was unanimously RESOLVED that full Council meetings will be held on the third week of every other month from March 2026. (Current published dates that will need to be deferred one week are: 19/3/26, 21/5/26, and 16/7/26.
