Minutes for Ordinary Parish Council Meeting held on 9 January 2025 at 7.00 PM
Location: Village Hall, Lincoln Road, Fulbeck, NG32 3JW
MINUTES
Welcome and open the Council meeting.
- The meeting commenced at 7.02pm.
- Present: Councillors June Hutchinson (Chair), Peter Hughes (Deputy Chair), Alix Fane, Ollie Crowder, Nick Harrison, Jane Hodcroft, Rosie Siddans; Dermot Daly (Clerk); 9 members of the public.
- The Chair welcomed all on this cold night.
24/25/112 Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes).
_ The Chair moved to suspend Standing Orders.
- A member of the public raised an issue regarding clearing up of private trees fallen by wind on to a minor highway.
24/25/113 Receive County and District Councillor reports and reinstate Standing Orders.
- Apologies were received from County Councillor Alex Maughan and District Councillor Penny Milnes - the latter provided a separate report.
- The Chair moved to reinstate Standing Orders.
24/15/114 Receive and approve any apologies for absence.
- None.
24/25/115 Receive disclosures of interests from Councillors on matters at this meeting.
- Cllr Ollie Crowder declared an interest in 24/25/121.
MEETINGS
24/25/116 Approve the Minutes for the Parish Council meeting held on 19th September 2024.
- Following a review against recording, confirm the following changes:
a. 24/25/061, currently minuted as “RESOLVED” based on no objections being voiced to the resolution that the minute be updated to “RESOLVED unanimously”.
b. 24/25/062, currently minuted as “RESOLVED” based on no objections being voiced to the resolution that the minute be updated to “RESOLVED unanimously”.
c. 24/25/063, currently minuted as “RESOLVED” based on no objections being voiced to the resolution that the minute be updated to “RESOLVED unanimously”.
d. 24/25/065, currently minuted as “RESOLVED by a majority with one abstention” is a true reflection of the meeting and will therefore stand.
- It was RESOLVED to make these changes and to approve the associated Minutes by a majority, with one abstention.
24/25/117 Approve the Minutes for the Parish Council meeting held on 3rd October 2024.
- Following a review of the minutes, there is no voting that is not either unanimous or an explicit description of numbers of votes for, against, and abstain, therefore no changes to the minutes are required.
- It was RESOLVED to approve these Minutes by a majority, with one abstention.
24/25/118 Approve the Minutes for the Parish Council meeting held on 14th November 2024.
- It was unanimously RESOLVED to approve the Minutes with the changes to confirm the disclosure of interest by Cllr Alix Fane and to include Cllr Rosie Siddans as present at the meeting.
24/25/119 Approve the Minutes for the Parish Council meeting held on 28th November 2024.
- It was RESOLVED to approve these Minutes by a majority, with one against.
24/25/120 Approve the Minutes for the Staffing Committee meeting held on 5th December 2024.
- It was unanimously RESOLVED to approve these Minutes.
PLANNING
24/25/121 S24/1543 - Willow Farm , Brant Road, Fulbeck, NG32 3JA - Retention of barn for mixed use of equestrian and associated leisure use. Approved.
- Reported as Approved.
24/25/122 S24/1418 - Fulbeck Heights , Pottergate Road, Fulbeck, NG32 3HW - Erection of a single dwelling with associated access, landscaping and engineering works. Update.
- The decision has been deferred due to bad weather not allowing site visit by the planning committee.
FINANCE
24/25/123 Review the Financial Report for the period.
- It was RESOLVED unanimously to accept the period accounts as circulated.
- The Council would like to have the Church Clock donation figure confirmed.
- There is a £400 allowance for church grass cutting which has yet to be approved.
- The Council would like to have visibility of the Cashbook.
24/25/124 Review and approve the Accounts for Payment.
- It was RESOLVED unanimously to approve the accounts for payment as circulated.
24/25/125 Agree the initial budget for 2025-26 including any associated initiatives planned and agree associated precept.
- It was unanimously RESOLVED to defer this item until an Extraordinary meeting on 23rd January 2025.
REPORTS (for information only)
24/25/126 Receive the Clerk's report.
- LRSP bill has been paid. Signage should have been sent.
- A complaint has been received from a member of the public - to be dealt with under confidential matters.
24/25/127 Receive the Biodiversity report.
- Cllr Rosie Siddans reported a grant of £2,500 from SKDC has been awarded. Wild seed is to be sourced for a strip 1m back from road verge; There is planned to be purchasing of Hedgehog boxes, bird boxes, insect hotels, etc. for various locations including the approach to the churchyard. It was proposed for another parish meeting in early February to update and make further plans, especially around the spending of the grant.
24/25/128 Receive the Community Speed Watch report.
- Cllr Ollie Crowder reported that the CSW payment only just gone through. The survey for sign location still needs to be completed. We are looking for a minimum of six volunteers to be trained, including confrontation training – three already identified - more potential volunteers were identified at the meeting. Three volunteers are required for a monitoring session.

24/25/129 Consider agenda items for the next meeting on Thursday 13th March 2025 commencing 7.00pm.
