Welcome and open the Council meeting. - The Deputy chair, Cllr Siddans, opened the meeting and welcomed everyone. She informed the meeting of the resignation of Ollie Crowder and Alix Fane. On behalf of the Council she thanked the former Chair and the good work on thhe Speed Watch and Road Safety initiatives.

Identify new Chair for the Parish Council, followed by candidates and approve co-option to the two Casual Vacancy Councillor positions and where appropriate complete necessary forms. - Chair: It was RESOLVED unanimously that Cllr June Hutchinson take up the position of Chair until the end of the current Council year. - It was RESOLVED unanimously that Gill Thornton be co-opted into the position of Councillor for Fulbeck Parish Council.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes). - Safety issue was raised regarding a litter picking volunteer climbing into ditches. It was pointed out that a risk assessment has been caried out and some PPE has been supplied by the Parish Council. The Parish Council is receiving a grant which has gone toward the equipment being used. - Congratulations were given to the Chair for taking on the position.

Receive County and District Councillor reports and reinstate Standing Orders.District Cllr report: - On 20/11/2025 there is a meeting on proposals for the Local Government Review. - There is an application for a clay pigeon shooting ground for 106 days in each year – it has been challenged by local residents and is coming to planning committee on 27/11/2025 - the Parish Council has previously objected.

Agree to adopt new IT Policy required by External Auditor. - It was unanimously RESOLVED to adopt the new policy as circulated.

Discuss and confirm the relationship between the Parish Council and the Village Hall & Playing Field Committee. - Latest documents have been circulated explaining the position of the Village Hall & Playing Field charity, trusteeship, and management, together with the relationship with the custodian trustees. - This means that the Parish Council does not own the associated assets. - It was suggested to draw up a Memorandum Of Understanding for the Parish Council explaining the remit of remaining the Custodian Trustee.

Agree formation of Staffing Committee to previous Terms of Reference and allocate members. (Proposed by Cllrs Harrison, Hodcroft, Hughes, Hutchinson due to the 6-month rule.) - It was unanimously RESOLVED to approve the re-forming of the committee with Cllrs Hutchinson, Thornton, and Siddans as members. The next meeting is to be arranged at an appropriate date. The Chair of the committee will be decided at its next meeting but should not be the Chair of the full Council.

workshop to create a padel tennis facility. [Deadline: 05/08/2025] - No objection recorded.
viii) Tree Preservation Order (T25/0013). - No objection recorded.
ix) S25/1468 - Brandon Wood Clay Shooting, Brandon Road, Stubton, NG23 5DA - Use of land as
shooting ground (for up to 106 days per annum). [Deadline: 25/11/2025]
- This was raised with the District Councillor as to why Fulbeck Parish Council had not been directly
consulted.
- It was agreed to object to this application by a majority (5-1) based on the expected continued
and increased noise impact on residents in and around Fulbeck village.
x) S25/1492 - 15 - 16 Washdyke Lane, Fulbeck, NG32 3LB - Non-material amendment to planning
permission S23/1523 for the addition of a third window to South-East elevation of outbuilding.

xi) S25/1876 - Troston House , Lincoln Road, Fulbeck, NG32 3JN - Section 211 notice to remove
Sycamore tree. [Deadline: 23/10/2025] - No objection recorded.

FINANCE
25/26/090 Review the Financial Report for the period.
- Clerk presented the finance report.
25/26/091 Review and approve the Accounts for Payment.
- It was RESOLVED unanimously to approve the payments as circulated.
25/26/092 Agree internal auditor for 2025/26 to allow intermediate audit of policy and procedures.
- It was RESOLVED unanimously to approve the engagement of Ateeco as Internal Auditors.
GENERAL
25/26/093 Discuss and agree the option of the PC taking responsibility for the mowing of all areas of verges
currently mowed and maintained by Lincolnshire County Council within the village boundary.
- A new subcontractor to Lincs County Council (LCC) cut the verges including the biodiversity area.
They have made amends and funded a re-seed of the verge.
- LCC currently mow about 6,000 sq/m in Fulbeck parish – they are able to pass responsibility on to
the Parish Council and pay an amount towards that undertaking.
- Maps have been provided of the areas covered by the LCC contractors.
- It was noted that there would need to be significant control over any approved contractor.
- A specification and list of proposed contractors is required for the January 2026 meeting.
25/26/094 Discuss and agree related actions regarding verge and street parking issues.
- Concerns have been received from residents about the parking around the area of the High
Street which may have affected passage of emergency vehicles, at a recent event. The event, an
Artisan Market, was good for the village but the traffic and parking needs to be properly managed.
The parking impacted on the state of the verge, with barrier tape being moved and parking on the
wildflower verge, it was thought to be due to lack of traffic marshalling. The result could be worse
during bad weather periods (October, November, December).
- Perhaps more cones could assist in spreading the issue over a wider area but it would reduce the
heightened impact on the village centre.
- Suggestions for potential solutions are welcome.
- It was agreed the Chair is to contact LCC Highways to ask for advice.
- There was a suggestion that the Council could write to the organiser to ask whether anything
further can be done to improve the situation and reduce/avoid future damage but this was not
agreed.
- It was further suggested that more signage, especially biodiversity signage, in the area might
reduce the impact.
- The next events are 08/11/2025 and 13/12/2025.
25/26/095 Review progress on Memorial land at Fulbeck Airfield and agree next actions.
- It was agreed to defer this item to the November meeting.
25/26/096 Discuss and agree approach by Cranwell Brauncewell & Byards Leap Parish Council in respect on
transferring the defibrillator on the wall of the Café/B & B on High Dyke.
- After much discussion it was unanimously RESOLVED to not take on the ownership of this
defibrillator.
25/26/097 Discuss and agree sponsorship of village celebrations in November and related parking issues.
- There was a request for sponsorship of the firework display event through purchase of fireworks.
It was RESOLVED to approve this request by a majority of 5-1.
- There was a request regarding possibility of a silent firework show in subsequent years.
25/26/098 Discuss and agree any actions relating to the annual play-park inspection.
- Cllr Hughes provided a summary update in which there were some minor issues identified.
- It was suggested to replace some swing seats - a formal proposal is required.
25/26/099 Discuss and agree whether to take advantage of offer for funding for fruit trees from South
Kesteven District Council.
- Councillors are to give some thought about a proposed location.
- It was agreed to defer this item to the November 2025 meeting.
REPORTS (for information only)
25/26/100 Clerk's Report (including correspondence).
- Further planning application regarding tree works under 25/1965 has been received.
- Correspondence received regarding litter picking.
- Correspondence received regarding planning application in neighbouring parish - S25/1468 a clay
shooting ground which straddles the Stubton/Fenton parish boundary.
- The external auditor has confirmed our audit exemption.
- We continue to be copied in on correspondence regarding Anglian Water Sewage Treatment
Plant.
- Response received from recycling plant stating that they take their responsibilities seriously and
litter pick weekly.
- The new bank mandate is in place.
- Police briefing session invitation.
- There are some verge reprofiling works that require attention following the recent A607
resurfacing, resulting in a plan to close the A607 for three days overnight on 27th, 28th and 29th of
October.
25/26/101 Update on VH&PF Committee.
Cllr Hughes reportred the following:
- Thanks were recorded to volunteers that moved 20 tonnes of bark into playpark. The total cost of
the bark was approx. £3350.
- Thanks were given to SKDC for a significant grant toward this project.
- The balance sheet for village fete is on the village hall noticeboard - it identified a small profit that
will be put to the firework display.
- The car boot sale made £2103 from stallholders. Karens bucket donations is going toward the
firework event.
- Hiring charges may change due to loss of a major hirer.
25/26/102 Update on Community Speed Watch and Road Safety matters.
- No report.
25/26/103 Update on Biodiversity initiative.
- A photo was shared of a wonderful wildflower verge despite the dry summer. It should be a
stunning display next year.

25/26/104 Confirm the date of the next Parish Council meeting set for Thursday 20th November 2025
commencing 7.00pm and the related agenda items.
- It was unanimously agreed to defer this meeting to 27th November 2025 dependent on the
availability of the village hall.
