Minutes for Extraordinary Parish Council Meeting held on 23 January 2025 at 7.00 PM
Location: Village Hall, Lincoln Road, Fulbeck, NG32 3JW
MINUTES
Welcome and open the Council meeting.
- The meeting commenced at 7.02pm.
- Present: Councillors June Hutchinson (Chair), Peter Hughes (Deputy Chair), Nick Harrison, Jane Hodcroft, Rosie Siddans; Dermot Daly (Clerk); 4 members of the public.
- The Chair welcomed all present.

Suspend Standing Orders to allow the Public Forum (limited to no more than 15 minutes).
- The Chair moved to suspend Standing Orders.
- A member of the public raised an issue regarding the contribution to Church grass cutting. As background it was stated that capital money is invested to create an annual income for the Church. Two-thirds of expenses are fixed and covered from this income.
The Chair moved to reinstate Standing Orders.

Receive and approve any apologies for absence.
- Apologies for Cllrs Alix Fane and Ollie Crowder were noted.

Receive disclosures of interests from Councillors on matters at this meeting.
- Cllr Peter Hughes reminded the Council that he is on the VH&PF committee (in respect of budget/precept).
PLANNING

S24/2102 - Five Acres , Brant Road, Fulbeck, NG32 3JD - Proposed single storey extension to bungalow and replacement of adjoining garage flat roof with new pitched roof. [Deadline: 03/02/2025]
- It was unanimously RESOLVED to respond with no objections to this application.

To agree any response on the non-statutory consultation on the Leoda Solar Farm.
- It was suggested that fact-finding is done for this application by Councillors. It was noted that the Solar Farm is large. There were questions posed over the life of the panels, the fact they are not recyclable, and the amount of materials needed to initially manufacture and fit them.
- It was RESOLVED unanimously that individuals may place comments on the consultation site.
- It was RESOLVED unanimously to bring back to next meeting for a Council response.
FINANCE

Agree the initial budget for 2025-26 including any associated initiatives planned and agree associated precept.
- The Clerk presented the latest budget model to the Council.
- It was RESOLVED unanimously to set the precept at £10,120 for 2025-26. This is a gross increase of 4.17% on last year (or 3.4% increase on a Band D property (equivalent to £1.52 for the year).
GENERAL

Agree response to the National Highways & Transport (NHT) survey.
- It was RESOLVED unanimously that each Councillor can complete the survey as an individual and that the Parish Council will not respond as an entity.
Close meeting.
- The meeting was closed at 7.56pm.
