DRAFT MINUTES of a FULBECK PARISH COUNCIL MEETING held at 7.50 pm on Monday 15th May 202th at the Village Hall, Fulbeck.
Present: Present: Cllrs J Hutchinson (in the Chair), O. Crowder, A. Fane, N. Harrison, J Hodcroft, P Hughes and R. Siddans. Cllr Maughan arrived during the meeting. There were five members of the public present.
23/24/1: Apologies for absence – Dist Cllr P Milnes.
23/24/2: Declarations of interest – Cllr Fane in item 6 (various planning applications), and item 9 of the agenda.
23/24/3: It was resolved to sign the Minutes of the meeting held on 6th March which had been circulated and approved.
23/24/4: Financial matters:
[a] It was resolved to sign the bank reconciliations at 28.2.23, 31.3.23 and 30.4.23.
[b] It was resolved to ratify the following payments: Salary and expenses £773.15; Community Cleaner £164.72 ; PCC grant £400.; ICO sub £35; LALC sub £166.88 and Icloud renewal £50.

[i] It was resolved to sign the AGAR Certificate of Exemption.
[ii] It was resolved to sign the AGAR Annual Governance Statement.
[iii] It was resolved to sign the AGAR Accounting Statement 2022-2023.
[d] It was resolved to pay the Website Maintenance invoice at £204.
[e] It was resolved that Cllrs Hughes and Hutchinson should sign the Melton signatory mandate.
23/24/5: Insurance: Clerk presented three like for like quotes and it was resolved to accept the BHIB quote with Aviva on a 3 year agreement at £394.62 p.a.
23/24/6: Planning:
Planning applications received:
S23/0350 – change of use of paddock to domestic garden at Little Becks – pending consideration.
Planning applications determined:
S21/1818 – Egg production unit at Fulbeck Poultry farm – approved.
S22/2481 – Change of use of barn to residential dwelling – Victoria Barn – Lincoln Road – approved.
S23/0178 – Various additions and extensions at Little Becks, Bulby Lane – approved.
S23/0231 – Tree works at Fulbeck Manor – approved.
S23/0268 – Hedge removal at Fulbeck Gardens – approved.
S23/0355 – Air source heat pump and solar panels at Jenkinsons Yard – Lawful Development – approved.
S23/0357 – Tree works at Peacock House – approved.
S23/0393 – Tree works at Little Becks – approved.
PL/0137/LCC – Application for works at Recycling Site, Caythorpe Heath Lane – approved.
Notices of Appeal: S19/0834 – no update on removal of remaining items on Site.
S22/0688 – Replacement windows at Manor Farm House – no update.
llr Siddans had concerns over the approval of S21/1818 – had an ecological survey been done?
23/24/7: Highways:
Positioning of signs on A17 regarding presence of deer has been agreed – just awaiting the signs to be delivered and erected.
Fly-tipping - a meeting has been arranged between LCC and the various landowners at Pottergate Road to agree a mechanism to close the road if possible. Julian Fane said that he will no longer be removing any tipping until the road is closed. It cost the farmer £1000 to remove the recently tipped asbestos.
23/24/8: Re-wilding/verges: Clerk to arrange a meeting with the Lincolnshire Wildlife Trust ideally on 1st June but otherwise any Thursday or Friday. Information to go in the News and Views and also on Facebook. A working party was agreed with Julie, Sally, and
Cllrs Fane and Siddans. Looking to trial the eastern side of the A607 and maybe South Heath Lane.
23/24/9: Village Hall Green: Cllr Hughes advised that this green has been maintained by the Parish Council for many years but ownership has never been clear. It has recently become clear that it is likely in the ownership of the Fane family and Cllr Fane has agreed that she will take on the maintenance of the green and of the trees on it. Subsequent claim to ownership, without prejudice, to be handed over to Cllr Fane. The grass cutting that was carried out at the PC expense on the Green will now pass over to three areas of land that Cllr Hughes was cutting, at no change in costs to the PC.
23/24/10: Noticeboard at Hare & Hounds: Clerk still looking into funding for a new oak noticeboard. Agreed that Cllr Hughes will refurbish the existing one for the time being.
23/24/11: Dog fouling: All new signage is now in place.
23/24/12: VETS – Cllr Hutchinson will assist Anne Watler at looking into alternative systems such as GoodSAM – need to be comparable to LIVES.
23/24/13: Councillor training: There is a course on 6th June in the evening at Welbourn Village Hall – four new councillors wish to attend – Clerk to book.
23/24/14: Date of next meeting: 3rd July at 7 pm.
Cllr Maughan advised that LCC’s budget shows £600,000,000 for delivering their services. £9,000,000 will be set aside for community projects. Trading Standards have advised that there are a number of illegal vapes – 5000 have been seized in market towns in Lincolnshire.
