FULBECK PARISH COUNCIL

NOTES of a Parish Council meeting held on 6th March 2023 at the Village Hall, Fulbeck.

Present:  Cllr G Greenhalgh (in the Chair), Cllrs Fane, Hodcroft, Hughes, Hutchinson  and Watler and Dist Cllr P Milnes.  

There were two members of the public present.

A member of the public stated that she thought items 7 and 8 of the Agenda should be considered together.

Cllr Milnes had sent her report which is attached to the hard copy of these Minutes.  She will be standing for re-election at the elections on 4th May.  She reminded us that ID is now required in order to vote.  The Local Plan Review consultation has now been delayed until June as they are waiting for the NPPF updates; we remain a smaller village so it should not affect us. The Best Kept Village is changing this year – villages have to apply to SKDC and may have to pay a fee; photos will be required.  There will be no cash prizes but a plaque or similar may be given to the winners.  Grant money is available from the Prosperity Fund – there is no minimum or maximum and no match funding is required.  There is also the Community Ownership Fund which is for taking ownership of any assets that may be lost.

Cllr Maughan had sent his report prior to this meeting and it is attached to the hard copy of these Minutes.

91/22   Apologies from Cty Cllr A Maughan who is on holiday.

92/22   Declarations of interest – Cllr Fane in agenda item  5-  22/0688, 22/2481, 23/0231 and 23/0268.

93/22   Minutes of the meeting held on 9th January had been read and agreed, and a resolution was made to sign them.

94/22   Financial:

[a] Financial reports at 31.12.22 and 31.1.23 had been circulated and it was resolved to accept and sign same.

[b] It was resolved to ratify payments of £180 salary and expenses, £18 contribution to training, 164.72 for community cleaner and £87.99 to McAfee for laptop virus protection.

[c] It was resolved to add Cllrs Hughes and Watler plus the Clerk as bank signatories with Virgin and The Melton – paperwork was signed for Virgin but the Melton will be re-addressed at a later date.

95/22   Planning:

Planning applications received:

PL/0137/LCC – Application for works at Recycling Site, Caythorpe Heath Lane – Committee date 13.3.23.

S22/2481 – Change of use of barn to residential dwelling – Victoria Barn, Lincoln Road – pending consideration.

S23/0178 – Various additions and extensions at Little Becks, Bulby Lane – pending consideration.

S23/0231 – tree works at Fulbeck Manor – pending consideration.

S23/0268 – hedge removal at Fulbeck Gardens, North Heath Lane – pending consideration. 

Planning applications determined:

S22/2216 – solar panels at Walled Garden, North Heath Lane – lawful development.

S22/2458 – tree works at Fulbeck Gardens – approved.

Notices of Appeal:

S19/0834 – Bulby Lane site – this is embroiled in legalities – and it is difficult to contact the owners.  They are going slowly and carefully and it may take 6 months.

S22/0688 – Manor Farm House – replacement windows – time extension for consultation to 17th March.

96/22   Highways:

Deer signage on the A17 – Cllr Fane has still not had any contact from Rowan Smith at Highways.  A time limit for Easter should be given.

Fly-tipping along Pottergate Road on the area near the A17.  Cllrs Maughan and Fane need to speak with one of the family’s involved. 

97/22  Rewilding (hedges and verges):

A group of 10 had met to consider this project.  They would like to propose that no grass is cut on the east side of the A607 from North Heath Lane through the whole village, with the exception of view points.  They would like the various village greens to be left uncut except where there is a seat and then a footpath made to the seat only.  LCC has a duty to cut twice a year and to ensure visibility splays are kept.  Any scheme will need properly managing.  It was agreed that a much wider consultation is needed and that this should form part of the discussion at our Annual Parish Meeting in May.  Cllr Watler will see whether someone from the Wildlife Trust would be prepared to attend and give a small presentation, and answer any questions.  

Clerk to advertise in News and Views.  The PC supports this project in principle.
            
98/22   Grass cutting – our contractor has increased his fee by 7% (£7) from April – resolved to accept this increase.

99/22  Benches – the bench opposite Ashers has now been removed.  Two residents will refurbish the bench at North End Green – many thanks for this offer.  PC will reimburse any expenses.

100/22 Village Hall Green –    No update on this as Land Registry are taking up to 18 months to deal with applications.

101/22 Noticeboard at Hare & Hounds – planning consent received.  New noticeboard will be around £1500.  SK Community Fund is currently only taking applications for Coronation events – Clerk to re-visit in June.  If no funding is available then we will refurbish the existing noticeboard and precept for a new noticeboard next year.

102/22 Dog fouling – Clllrs Watler and Hutchinson had walked around the village and found that we need a number of plastic signs.  A list will be given to the Clerk of where these signs are needed and she will ask SKDC (Ann Marie Coulthard) to attend and replace them.  

103/22 VETS – Cllr Watler had looked into alternative systems and had spoken to LIVES.  There is also The Good Sam (smartphone activated medics) Scheme and the Lincs Resilient Forum.  She will call a meeting through News and Views to try and get people interested. 

104/22 Elections – Clerk had obtained Nomination Packs from SKDC and circulated them to councillors who are intending to stand.  A note will go on Facebook asking for any interested parties to contact the Clerk.  There is a notice in the noticeboard.  Closing date is 4th April and Nomination Papers have to be taken by hand to SKDC and an appointment made after 20th March but before 4th April.

105/22 Correspondence – the annual update reports from the Karting Club were to hand.  There had been fly-tipping in Brant Road this morning and this has been reported to SKDC.  Julian Fane (as a landowner not a councillor) to do a report, regarding Fulbeck fly-tipping problems, with Grantham Journal. 

106/22    Date of next meeting – 15th May 2023 – Annual Meeting of the Parish Council, Annual Parish Meeting and Regular Meeting.   START at 7 pm.

107/22    Closed session – resolution to go into closed session to discuss matters of a confidential nature.
