FULBECK PARISH COUNCIL

Notes of AGM – 13th May 2019

Present: Councillors Sampson, Caunt, Greenhalgh, Hughes and Morison.  Parish Clerk – Carol Tointon.  There were 12 members of the public present including DC Milnes and CC Maughan.

1.   Apologies for absence: Cllrs Fane and Hodcroft.

2.   Approval of the notes of the last AGM of the Parish Council.  The notes of the last meeting had been circulated to all Councillors.  It was proposed by Cllr Greenhalgh and seconded by Cllr Hughes that these notes be accepted as a true record of the Parish Council meeting held on the 14th May 2018.  It was agreed unanimously.

3.   Chairperson’s Report:  The Chairperson thanked everyone for attending and reported on the following items:

i)   Fulbeck Parish Council – Summary of Council Activities 2018/2019.

There have been some exciting new developments in Fulbeck over the past year with the completion of some long term projects all of which we hope will enhance the village and make life easier for residents.

  • Lime Tree Close Car Park – SKDC agreed to provide further parking facilities for residents after some incidents of emergency vehicles being unable to access the estate because of vehicles parked on verges and pavements.  This was done to a high standard, and proved popular with the residents and has eased the parking situation.
  • The Sports Field Car Park has also been renovated at a cost of £7800 plus VAT coming to a total of £9360, with contributions from the

This has greatly improved the surface and appearance of that area.

  • New Bus Shelter – this has been sited on the outward wall of the entrance to the Hare and Hounds where the buses have always stopped, and now provides shelter for passengers, and blends in well with the locality.  The cost was £2965 plus VAT which came to £3538, which was partly paid for by contributions from different parties

  • Notice Board – Positioned on the Village Hall, cost £364.80 including adaptions and delivery, with a contribution from reVOLT of £200.
  • Playpark  Plans are afoot to upgrade the surface of the playpark, and we have been awarded a SKDC Community Grant of £1821.17 with more to come on completion, and working parties are being organised to help with this project.
  • In all of these ventures many thanks must be given to our Parish Clerk, Carol Tointon, and the tireless efforts of the Secretary of the Village Hall committee, Iris Morison, both of whom filled out and gathered data for the grant applications, and liaised with contractors, which is no mean task.
  • The Precept has been raised to £7,400 without a grant from SKDC this year.  This will enable us to cover the cost of additional grass cutting and maintenance which is a result of cut backs in local authority spending.
  • There have been a couple of sessions to tidy the churchyard.  Many thanks to all the volunteers.  Plans are afoot to install a kitchen and WC in the Church, which will greatly increase the uses to which the church can be used in the future.
  • Village Fete Another Fete is planned for Sunday 2nd June at The Hall.  We will hope for a sunny dry day.

4.   Appointment of Chairperson and Vice Chairperson

The Clerk asked for nominations for the appointment of Chairperson.  Cllr Caunt was proposed by Cllr Morison and seconded by Cllr Sampson.  All agreed.  The Chairman duly signed the Declaration of Office.

The Clerk asked for nominations for the appointment of Vice-Chairperson.  Cllr Caunt nominated Cllr Sampson and this was seconded by Cllr Morison.  All agreed.  The Vice-Chairperson duly signed the Declaration of Office.

5.   Appointment of Village Hall & Playing Field Representative

It was proposed by Cllr Hughes that Cllr Morison be appointed as the representative.  Seconded by Cllr Sampson.  All were in agreement.

6.   Appointment of Internal Auditor

Mr Perkins expressed his willingness to act as Internal Auditor if his health permitted.

7.   Charities Report

Cllr Hughes gave a report of the Charity Funds and payments for the year as attached to the notes of the meeting.
