FULBECK PARISH COUNCIL

Notes of Parish Council Meeting – 13th May 2019

Present: Councillors Caunt (Chairperson), Greenhalgh, Hughes, Morison and Sampson.  Parish Clerk, Carol Tointon.  There were 11 members of the public present including DC Milnes and CC Maughan.

1.   Apologies for absence – Cllrs Fane and Hodcroft.

2.   Chairperson’s Remarks:  The Chairperson welcomed everyone to the meeting.

3.   Declarations of Interest:  None

4.   Approval of the notes of the last meeting of the Parish Council.  The notes of the last meeting had been circulated to all Councillors.  It was proposed by Cllr Morison and seconded by Cllr Sampson that these notes be accepted as a true record of the Parish Council meeting held on the 11th March 2019.

5.   Adjournment of business for public questions.

6.   Reports on matters outstanding.

a)   Community Speed Watch – Cllr Morison reported that following the last meeting when it had been agreed that a fixed speed indicator should be purchased he had ascertained that the reactor sign would have to be moved every six weeks. 

He had also received information that the Road Safety Partnership was in talks with the organisation responsible for street lighting.  As this matter appears to be getting more complicated Cllr Morison stated he would await further communication from the Road Safety Partnership before he reported again to the Council.

b)   Dog Faeces – A request had been made to South Kesteven District Council for the dog warden to make ad hoc visits but no feedback had been received from the Council as to the result of any visits.

e)   Annual Governance and Accountability Return 2018/19

The Annual Governance and Accountability Return had been circulated to all Cllrs and it was agreed that Fulbeck Parish Council wish to certify themselves as exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 as during the financial year 2018/19 the higher of the authority’s gross income for the year or gross annual expenditure for the year did not exceed £25,000.

The Chairperson read out the Annual Governance Statement and it was proposed by Cllr Greenhalgh and seconded by Cllr Hughes that Section 1 should be signed and dated by the Chairperson and Clerk.

f)   Accounting Statements for 2018/19 had been circulated prior to the meeting and it was proposed by Cllr Hughes and seconded by Cllr Greenhalgh that Section 2 should be signed and dated by the Chairperson and Clerk subject to the 2019 figure under section 9 being changed to £87435 from £87106 to reflect the increase in assets.

The Annual internal audit report 2018/19 had been signed and dated by Mr John Perkins.

8.   Planning Matters

a)   Planning Applications Received – S19/0402 – Change of use from paddock land to residential garden at Cherry Trees, South Heath Lane.  No objections were put forward.

S19/0458 – Change of use of land to storage of materials and siting of open storage building at Richmond House.  Representations were put forward that the Parish Council objects very strongly to the assumption that retrospective planning will be granted.

S19/0403/4 – Addition of Balcony at Ermine House, High Street.  No objections were put forward.

S19/0456 – Change of use of land to keeping of horses and siting of twin field shelter at Richmond House.  No objections were put forward.

S19/0450 – Erection of barns and stable block – Land off Pottergate Road, Fulbeck Heath.  No objections were put forward.

b)   Planning Applications Determined – S19/0255 – Conversion of residential storage buildings into habitable accommodation at Beck Farm, The Barn, Beck Lane.

S19/0425 – Fell Ash tree due to Ash Die back disease at Orchard Cottage, Washdyke Lane.

9.   Highway Matters

Pottergate Road (Between A17 and South Heath Lane).  To note close of one day between 3rd June and 14th June 2019.

Potholes – Cllr Sampson had sent to LCC via FixMyStreet two notifications of potholes – one outside Manor Cottages and the other outside the Reading Rooms.  To date nothing had been done.  CC Maughan asked for the relevant job numbers so that he could chase the matter.

Path running along the A607 from Caythorpe Boundary from Victoria Farm to Washdyke Lane – A request from Caythorpe Parish Council had been received via Cllr Roberts to ascertain if Fulbeck Parish Council would consider clearing the footpath from Caythorpe Boundary to the beginning of Washdyke Lane.  In addition it was reported that a complaint had been received from a resident of Fulbeck that he was having difficulty using the footpath in his mobility scooter.  This complaint would also be applicable to parents with pushchairs.  CC Maughan stated that he would take up this matter again with the Highways Manager.  He did point out that the item would have first to be prioritised.

In the meantime, the Chairperson stated that he would have an informal conversation with Cllr Roberts.

10.  Correspondence – The Clerk notified the members that correspondence had been received as attached to the notes of the meeting.

11.  Request from The Salvation Army to locate Clothing Bank in Fulbeck

After consideration it was proposed by Cllr Sampson and seconded by Cllr Hughes that this request be refused and a reply sent accordingly.

12.  Use of domestic CCTV systems – a complaint had been received about the use of CCTV systems in Fulbeck.  It had been ascertained why the system had been installed and it was noted that planning permission was not required.  It was felt that it would be beneficial if the resident involved could be sent the ICO guidelines on the use of the systems and this was proposed by Cllr Morison and seconded by Cllr Sampson.  All in agreement.

13.  District Councillor’s Report

DC Milnes was pleased to have been elected as the new District Councillor for Loveden Heath Ward and gave thanks to Bob Sampson for his help and guidance.  At present she was going through the induction programme at South Kesteven District Council and was hoping for a seat on the Planning Committee.

14.  County Councillor’s Report – matters raised included:

  • Road issues – the work on the road from Fulbeck Heath to Pottergate was scheduled for September 2019 for five days.
  • The subsidence on South Heath Lane was still ongoing and is on CC Maughan’s agenda when he meets with Highways on the 21st May.
  • Primary Schools – it was noted that there are around 7500 children wanting a school place this year and of the offers made to Lincolnshire Primary Schools, 94% will receive their first choice of school with a further 3.9% being offered their second choice of school.
  • Environmental issues – since 2012 LCC has reduced its carbon emissions by 24%.  Cllr Maughan also gave details of the further initiatives that were proposed so that LCC could further reduce carbon emissions by 20% over 4 years.
  • Pothole Repairs – over 84000 pot holes had been repaired in 2018.  £12m had been allocated out of reserves to the highways budget for this purpose.
  • The Grantham southern relief road has been given the go ahead.  This will take 18 months to construct.  Phase three will follow.  The second phase will join the B1174 to the A1 trunk road and the third phase will link the A52 at Somerby Hill to the new roundabout off the B1174.
  • As a result of a query about reinstatement of roads after contract work has been carried out CC Maughan confirmed that if Utilities do tasks they should put back the road to its original state.

15.   Village Organisations’ Report – This had been covered in the Annual Parish Meeting.

17.  Public Comments – the meeting was adjourned to give members of the public and opportunity to make comments.
