Fulbeck Parish Council Meeting Minutes

Date/Time: Monday 7th September 2020, 7.30pm

Location: Zoom meeting.

Present(Cllrs): Mr S Caunt, Chairman; Mr D Morison; Mr G Greenhalgh; Ms Jane Hodcroft; Ms Ann Sampson.

In Attendance: County Cllr Alexander Maughan; District Cllr Penny Milnes; one member of the public; Mrs K Elson, Clerk.

Absent(Cllrs): Mr J Fane; Mr P Hughes.

1. Chairman’s welcoming remarks.

The Chairman welcomed everyone to the zoom meeting and stated that meetings will continue in this way until at least the new year.

2. Apologies for absence and declarations of interest in accordance with the requirements of the Localism Act 2011. Consider any applications for dispensations in relation to disclosablepecuniary and/or prejudicial beneficial interests.

Apologies received form Cllr Fane. Cllr Hughes has technical issues/ unable to connect to zoom call. The current and all future parish meetings will be voice recorded by the clerk. There were no applications for dispensations in relation to disclosable pecuniary and/or prejudicial beneficial interests.

3. To consider and sign the minutes from the previous Parish Council meeting, held on Monday 6th July 2020.

It was RESOLVED to sign and adopt the minutes from the previous Parish Council meeting, held on Monday 6th July.

7. Planning matters.

a. Planning Applications received

S20/1207 – Large oak tree to have crown reduced at Dale House, Washdyke Lane. SKDC have been advised that the Parish Council have no comments. Chairman Signatories Clerk Clerk Chairman

S19/0735/PSLET – Erection of a coffee shop with drive-through, car parking, landscaping and associated works at Toll Bar Service Station, Toll Bar Road, Marston – notification of public speaking at the Planning Committee. Cllr Hodcroft’s comments submitted to SKDC.

b. Planning applications determined

S20/0911 – T1 – Yew – prune back to boundary at Keepers Cottage, North End Lane. Work allowed 21st July 2020.

S20/1244 – Old corn stores at Leadenham at Lowfield’s to be demolished. The development can proceed as notified.

c. To note that a large extension is being built on a recently new building at Richmond House and decide upon any action.

A two story extension to the house was approved in 2015. Query over new extension. Cllr Fane to provide more information.

8. Highway matters.

Vegetation needs to be cleared on the path along the A607 north side of the village. A resident has been pursuing the issue with highways. Chairman and Cllr Morison to look into further.

10. To receive the Asset policy and update the list of assets

It was concluded that the list of assets needs to be updated.

11. To discuss the installation of a letterbox for the Parish Council located at the village hall.

12. To discuss whether to sign up to Microsoft Office 365 for business (includes cloud storage), if so determine which package would be most suitable for the Parish.

It was RESOLVED to sign up to the Microsoft 365 business basic package. Clerk to find out if Microsoft will accept a standing order and the Parish’s current email address.

13. To consider whether to apply for a .gov.uk domain. If agreed discuss; what to name the parish domain (such as fulbeckparishcouncil.gov.uk or fulbeckpc.gov.uk), and out of the approved list, which registrar to sign up to.

The clerk has contacted the Lincolnshire Association of Local Councils, who advised that the parish can keep their current free gmail address.

14. To discuss the implementation of the new Parish Council website.

Lincolnshire County Council will be taking down the current parish council website. These will be replaced by a new platform/website that meets the new accessibility requirements. The content on the current website needs to be moved over to the new platfrom/website. It was proposed that the Clerk would do this but would need an extra 5 hours plus 2 hours training, this was seconded and RESOLVED.

15. To consider adding the new clerk as a signatory.

It was proposed, seconded and therefore RESOLVED to add the clerk as a signatory to the deposit account, as previous clerks had been signatories.

16. To consider a request from two parishioners that the Church clock’s hourly chime is rectified and that the cost be borne by the PCC, Parish Council and Village Hall. (It was agreed earlier in the year to leave in abeyance until the effects of the pandemic were known).

It was reported that this would cost £2628 including VAT the village hall has contributed £750, leaving £1878 outstanding. The PCC have a meeting on Friday to discuss this matter. Cllr Greenhalgh raised a concern, that this had not been budgeted for in the precept, however does agree with the principle of mending Clerk Clerk the clock. It was agreed to discuss this in November when the precept is discussed.

17. District Councillor’s report – Update from DC Milnes on outstanding matters.

Full Council will be on the 17th September, budget to be discussed and 1 million to 2.4 million to be taken out of reserves. Ward member grant can’t help with the new SID. Planning – Report imminent, draft next week. Poultry unity at Leatherbottle farm still awaiting decision. Clay pigeon shooting being considered, noise complaints should still be out in, as the case is still open. Thank you for the comments for the coffee shop at Marsden. It was approved by the committee subject to the closure of the right hand turn off the A1. This will come back out to consultation, giving the public a chance to comment on the road closure. Increase in traffic at the junction has been raised as a problem. Gypsy site at Fulbeck - still waiting hearing.

18. County Councillor’s report – Update from CC Maughan on outstanding matters

County council supported the volunteer groups through the county. Cllr Maughan gave £500 out of his community funds towards the Fulbeck and Caythorpe volunteers, who made the scrubs for Grantham hospital. Lincolnshire is currently below the national average infection rates of the coronavirus. LCC have a local outbreak board monitoring the infection rates. LCC are preparing for any eventuality as best they can. Cllr Maughan has been heavily involved in objecting to the coffee shop at Marsden. New highways contractors started in April, more positivity and pride in the work they are doing. Final point is devolution – Lincoln county council, north Lincolnshire council and north east Lincolnshire council, have asked the government to begin devolution talks for Lincolnshire. Cllr Morison queried about the village signs funding, Cllr Maughan stated that funding is available and they are going through the list, however will look into the Pottergate road sign for Fulbeck.

19. Village organisations report – Village Hall and Playing field Committee.

All car boot sales are cancelled for this current year, will look into starting up again in April. Village Hall will officially open up today, sanitisers and wipes are provided, numbers are limited in the hall. 20. Matters for urgent discussion. Cllr Morison had received a phone call before the meeting from the owner of the ‘dollywood’ business on Brant Road, the owner would like to change her business and open a café for cyclists. DC Milnes stated that planning permission would be needed to change the business. Cllr Morison stated that the owner wanted to capitalise on Strava, as the stretch of Brant road from the bridge just outside Fulbeck, to the bridge over the brant down towards Stragglethorpe is known as the dummy run. The owner of the business would like to put signs on the two bridges stating this. Cllrs commented that this would possibly be a highways issue.

Clerk to write to resident, suggesting a rota of volunteers to resolve the issues.

A dog bin is being put up by the village hall/playing field at a cost of £180.

SKDC will not empty dog poo bins. However SKDC will empty a litter bin with dog poo in it.
